Job Overview: The Grants Manager position at DRC Venezuela is a critical role that involves leading and overseeing the grants management and partnerships portfolio within the country office. This position is responsible for ensuring compliance with donor regulations and DRC policies, which includes effective proposal development, timely reporting, and maintaining accountability to donors. The Grants Manager will manage a team that includes a Grants Management Specialist and a Partnership Specialist, providing technical supervision and guidance. The role requires collaboration with various stakeholders, including Support Services Managers, Technical Coordinators, Area Managers, and the Senior Management Team, to address all grants-related matters. The Grants Manager will play a vital role in enhancing the capacity of the grants team and ensuring that all grants management functions are executed efficiently and effectively.
Duties and Responsibilities: The Grants Manager will have a comprehensive set of responsibilities, including:
Team Management and Leadership: Directly supervising and mentoring the Grants Management Specialist and Partnership Specialist, defining individual work plans, conducting performance reviews, and fostering a collaborative team environment.
Daily Grants Management and Administration: Ensuring high-quality contract management, communicating with donors, coordinating grant meetings, and maintaining accurate project-grant data.
Compliance Monitoring and Quality Assurance: Acting as the focal point for donor compliance, providing advice on grants management, ensuring contractual obligations are met, and participating in global grants community meetings.
Partnerships Management: Overseeing the Partnership Specialist's work, ensuring compliance with DRC's implementing partners, and conducting partner capacity assessments.
Reporting and New Business Development: Coordinating training in proposal development, maintaining communication with donors, and supporting the Head of Programme in proposal planning and development.
Performing any ad-hoc tasks assigned by the Head of Programme.
Required Qualifications: Candidates must possess at least 6 years of experience in grants management, preferably with an international NGO or donor-funded organization, including a minimum of 2 years in a supervisory or management role. Demonstrated experience in managing and mentoring grants or programme staff is essential. Candidates should have solid experience in compiling donor proposals, modification requests, and reports, with practical experience working with various donors such as UNHCR, BHA, ECHO, GFFO, SDC, SIDA, IOM, COSUDE, and/or private foundations. A strong knowledge of donor rules and regulations is required, along with the ability to prioritize workloads and adapt to complex work environments. Excellent communication, coordination, influencing, and interpersonal skills are necessary, as well as proficiency in Microsoft Office and grants management platforms.
Educational Background: A university degree in Social Sciences, International Development, Law, or a relevant field is required for this position. A master's degree is considered an asset and may enhance a candidate's qualifications for the role.
Experience: The position requires a minimum of 6 years of experience in grants management, with at least 2 years in a supervisory or management capacity. Candidates should have a proven track record of managing grants or programme staff and experience in compiling donor proposals and reports. Familiarity with donor regulations and experience working across multiple sectors, including protection, food security, and WASH, is highly desirable.
Languages: Fluency in English (speaking, writing, reading) is essential for this role, as well as communication skills in Spanish, which are mandatory. Proficiency in both languages will facilitate effective communication with diverse stakeholders and enhance the overall performance of the Grants Manager.
Additional Notes: The position is subject to budget availability, and the contract duration may vary. The salary is classified under Band F, with terms of employment applicable to national or expatriate staff, as relevant. The organization fully covers HCM insurance for its employees.
