Job Overview:
The Finance Associate position is a critical role within the UNHCR, primarily responsible for managing financial transactions and maintaining accurate financial records. The incumbent will work under the supervision of a senior finance colleague, who will provide guidance and set general work objectives. The Finance Associate will assist in processing financial transactions, ensuring compliance with UNHCR policies and procedures. This role requires frequent interaction with staff at various levels and local bank officials to gather information and facilitate financial operations. The Finance Associate will also be involved in preparing financial reports, advising staff on financial matters, and ensuring that all financial activities align with UNHCR's regulatory framework. Duties and Responsibilities:
The Finance Associate will have a comprehensive set of duties, including but not limited to: maintaining financial records and monitoring systems to accurately record and reconcile expenditures, balances, payments, and other financial data; selecting and entering data from various documents while verifying accuracy; preparing recurring and special financial reports for budget preparation and audits; advising staff on allowances, salary advances, travel claims, and other financial matters; maintaining liaison with local bank officials to stay updated on exchange rates and banking procedures; preparing detailed cost estimates and participating in budget analysis; initiating correspondence to verify data and obtain additional information; and ensuring that all financial transactions comply with UNHCR rules and procedures. Additionally, the Finance Associate will support risk management efforts and seek opportunities to enhance financial operations.

Required Qualifications:
Candidates must possess a high level of IT affinity, particularly with MS Office applications and financial management software such as PeopleSoft. Knowledge of UN/UNHCR financial rules and procedures is essential, along with completion of relevant UNHCR learning programs or specific training. The ideal candidate should demonstrate strong analytical skills, attention to detail, and the ability to work under pressure while maintaining a high level of accuracy in financial reporting.

Educational Background:
The position requires a minimum of a High School Diploma with three years of relevant experience, or a Bachelor's degree or equivalent with two years of relevant work experience. While specific fields of education are not mandated, a background in finance, accounting, or business administration is highly desirable. Relevant certifications in accounting or finance will be considered an asset.

Experience:
Candidates should have at least two years of experience in budget and finance, with a proven track record in financial systems and reporting. Experience in reviewing and preparing financial documentation is highly desirable. The candidate should also be familiar with Cloud ERP systems and possess strong organizational skills to manage multiple tasks effectively.

Languages:
Fluency in English and Spanish is mandatory, with proficiency expected at a minimum B2 level. Knowledge of additional languages is considered an asset, particularly if they are relevant to the local context or UN operations. Candidates must indicate their language proficiency levels during the application process.

Additional Notes:
This position is offered under a fixed-term contract for an initial period of one year. Candidates must be nationals of the Dominican Republic or non-Dominicans who already reside in the country with valid work and residency permits. The role is full-time, and the selected candidate will be based at the UNHCR office in Santo Domingo.
