Job Overview:
As a Procurement and Contracts Officer within the Industry, Procurement and Knowledge Transfer (IPT) Department at CERN, you will play a crucial role in the Procurement and Industrial Services Group (PI). This group is responsible for procuring all supplies and services necessary for the organization, ensuring that all technical, delivery, and performance requirements are met while maintaining cost efficiency. Your role will involve advising and supporting the organization in developing procurement strategies, conducting market research, preparing price inquiries, and managing the tendering process. You will also be responsible for analyzing offers, preparing proposals for adjudications, and ensuring the successful negotiation and follow-up of contracts. Additionally, you will contribute to the modernization and optimization of CERN's procurement techniques and tools, while fostering relationships across various levels within and outside the organization.

Duties and Responsibilities:

• Advise and support CERN in identifying effective procurement strategies that ensure cost efficiency and quality.
• Conduct research to identify potential suppliers and participate in their qualification process.
• Prepare price inquiries, market surveys, and invitations to tender in accordance with CERN's Procurement Rules on an international basis.
• Analyze offers and prepare proposals for adjudications to be submitted to CERN Management.
• Ensure the preparation, negotiation, and follow-up of numerous orders and contracts.
• Contribute to the advancement of CERN's procurement techniques and tools, influencing their modernization and optimization.
• Foster and sustain a wide-ranging network of relationships across diverse levels, both internally and externally, while actively representing CERN in global business events.

Required Qualifications:
Candidates must possess a Master's degree or equivalent relevant experience in Economics, Purchasing, Law, Engineering, or a related field. Additionally, candidates should have demonstrated experience in the procurement of technical supplies or services, with a strong understanding of source-to-contract processes and procurement systems. Experience in setting category or procurement project-level strategies, executing plans in a matrix-driven decision-making process, and collaborating with diverse teams and senior stakeholders is essential. Experience in public procurement and contract management is desired.

Educational Background:
A Master's degree or equivalent relevant experience in a field such as Economics, Purchasing, Law, Engineering, or a related discipline is required for this position. This educational background provides the necessary foundation for understanding the complexities of procurement processes and contract management.

Experience:
Candidates should have substantial experience in procurement, particularly in the procurement of technical supplies or services. A strong understanding of source-to-contract processes and procurement systems is essential. Experience in setting category or procurement project-level strategies, executing plans in a matrix-driven decision-making process, and collaborating with diverse teams and senior stakeholders is also required. Experience in public procurement and contract management is highly desirable.

Languages:
Fluency in spoken and written English is mandatory, with a commitment to learn French being an important asset. Proficiency in French will enhance communication and collaboration within the organization and with external partners.

Additional Notes:
This position is offered as a limited duration contract for 5 years, with the possibility of extension up to 8 years and eligibility for an indefinite contract tenure. The role requires a commitment of 40 hours per week and offers hybrid job flexibility. The job grade is classified as 6-7, and there are 2 open positions available.
