Job Overview:
The position of Consultant for Climate Action Planning involves supporting the Bank of Mongolia in enhancing its technical capacity to integrate macroeconomic goals into energy transition and climate action planning. The consultant will be responsible for preparing a national study that assesses the macroeconomic implications of energy transformation in Mongolia, particularly in the context of its heavy reliance on coal and oil. The study aims to inform policymakers about the economic impacts of energy transition and to support the design and implementation of policies that align energy goals with socioeconomic prosperity. The consultant will also participate in a capacity-building workshop to disseminate the findings of the study and engage with relevant stakeholders.

Duties and Responsibilities:
The consultant will undertake several key duties and responsibilities, including: 1) Conducting a comprehensive review of Mongolia's energy sector development objectives and establishing a baseline for analysis. 2) Assessing Mongolia's macroeconomic exposure to the energy sector and identifying fiscal transmission channels affected by energy transformation. 3) Analyzing the impact of renewable energy development plans on macroeconomic dimensions. 4) Designing and analyzing policy-relevant scenarios using Computable General Equilibrium (CGE) models to evaluate various energy-related decarbonization scenarios. 5) Proposing tailored policy recommendations based on scenario analysis, focusing on fiscal strategies, financing options, regulatory considerations, and monetary policy implications. 6) Preparing and delivering a policy-focused presentation of the study's findings at a capacity-building workshop.

Required Qualifications:
The position requires a Master of Arts in International Development, Economics, Philosophy, or Development Planning. Candidates should have a strong understanding of macroeconomic policy, climate risk analysis, and fiscal instruments. Experience in analytical or advisory roles supporting national governments or international development agencies is highly desirable. Candidates should also demonstrate experience in quantitative macroeconomic analysis, macro-fiscal assessment, and climate-related fiscal risk assessment.

Educational Background:
Candidates must possess a Master of Arts degree in a relevant field such as International Development, Economics, Philosophy, or Development Planning. This educational background is essential for understanding the complexities of climate action planning and macroeconomic analysis.

Experience:
The consultant should have significant experience in climate action planning, macroeconomic analysis, and fiscal policy. Experience in developing or applying analytical frameworks for macro-fiscal or climate-risk assessment in developing countries, particularly least developed countries, is advantageous. Candidates should also have a proven track record of working with national governments or international organizations on similar projects.

Languages:
A good command of English is mandatory for this position. Proficiency in additional languages relevant to the region may be considered an asset but is not required.
