Job Overview:
The Programme Management Office (PRMO) Specialist position is designed to enhance the strategic, operational, and governance frameworks within UNOPS. The role focuses on ensuring that all projects and programs are effectively designed, prioritized, and implemented in alignment with UNOPS and partner objectives. The PRMO Specialist will work under the direct supervision of the Head of Project Management Office, supporting the management team in strategic planning and portfolio oversight. This includes providing delivery assurance to ensure projects are executed according to UNOPS standards and promoting best practices in project management. The position also involves ensuring the consistent application of project management methodologies, policies, and tools across all operations, which is crucial for enabling evidence-based decision-making and optimal resource utilization. The role is pivotal in driving strategic project and program success through innovative frameworks, ensuring sustainable results and effective delivery.

Duties and Responsibilities:
The duties and responsibilities of the PRMO Specialist include:
  • Development and Planning: Contributing to strategic oversight and direction on project and programme management activities, ensuring alignment with service agreements and project documents. Supporting the development and implementation of project budgets and staffing plans. Establishing resource tracking systems within the PMO to enhance planning and delivery tracking. Identifying risks and providing timely advice and mitigation measures.
  • Project Set-Up and Closure: Facilitating the preparation of high-level project plans, monitoring project dependencies, and serving as the focal point for project closure activities. Overseeing closure processes, ensuring proper disposal of assets, and updating project information in UNOPS systems.
  • Monitoring and Reporting: Preparing and reviewing project reports in accordance with donor requirements, continuously assessing project performance, and implementing effective monitoring and evaluation systems. Analyzing delivery data and providing analytical reports to support decision-making.
  • Quality Assurance: Ensuring compliance with UNOPS standards and policies, coordinating quality reviews of project documents, and participating in continuous process improvement initiatives.
  • Personnel Management: Assisting in supervising project team members, contributing to recruitment and performance management, and promoting a respectful and inclusive working environment.
  • Knowledge Building and Sharing: Supporting training sessions on project management, participating in knowledge-sharing initiatives, and conducting research on project management-related topics.

Required Qualifications:
The required qualifications for the PRMO Specialist position include a Bachelor’s degree (or equivalent) in any discipline with 7 years of relevant experience, or a Master’s degree (or equivalent) in any discipline with 5 years of relevant experience. Additionally, an extra nine years of relevant work experience may be accepted in lieu of formal education. A globally recognized professional certificate or membership in Project Management is desired but not mandatory. Candidates should demonstrate proficiency in project management and related areas, as well as familiarity with collaboration and productivity tools such as MS Office and G-Suite.

Educational Background:
Candidates must possess a Bachelor’s degree or higher in any discipline. A Master’s degree is preferred, especially for those with fewer years of experience. The educational background should ideally be complemented by relevant certifications in project management, which would enhance the candidate's profile and demonstrate a commitment to the field.

Experience:
Relevant experience is crucial for this position, with a requirement for work in project management or related areas. Candidates should have demonstrable proficiency in using collaboration and productivity tools, as well as experience in multicultural environments or UN system organizations, particularly in developing countries. Experience in development or humanitarian contexts is also desired, as it aligns with the nature of UNOPS operations.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within UNOPS and for reporting purposes. Additional language skills may be beneficial but are not explicitly required for this role.

Additional Notes:
The contract for this position is initially for 4 months, with the possibility of extension based on organizational requirements, availability of funds, and satisfactory performance. The position is classified at the mid-level (ICS 10) and is a full-time role under the ICA - IICA - Regular contract type.
