Job Overview:
The Human Resource Officer - Talent Acquisition will be based in the Cairo Regional Office of WFP and will play a crucial role in supporting people operations within the MENAEE region. This position focuses on Talent Acquisition, Contract Management, and Onboarding, with the primary goal of identifying, attracting, and acquiring top talent to meet WFP's business needs. The incumbent will partner with managers to implement HR solutions aligned with WFP's corporate priorities and will be responsible for enhancing the visibility and reputation of WFP in key sourcing channels. The ideal candidate will have a strong passion for talent acquisition and will be expected to introduce innovative methods for engaging top talent while successfully enlisting support from the business for various talent attraction initiatives. The role also involves supporting corporate learning and development programs and may include providing remote support to multiple countries in the region.

Duties and Responsibilities:
The duties and responsibilities of the Human Resource Officer - Talent Acquisition include:
  • Developing and implementing effective talent acquisition strategies to enhance the selection process using advanced sourcing techniques, including social media, cold-calling, and Boolean searches.
  • Managing the full cycle recruitment process for positions within the MENAEE Regional Office and Country Offices, ensuring timely and efficient recruitment.
  • Streamlining the recruitment process through data analysis and proposing improvements to enhance efficiency.
  • Researching and advising on gender-diverse talent pools to engage with recruiters and hiring managers.
  • Articulating WFP's employee value proposition to enhance visibility in sourcing channels through targeted employer branding activities.
  • Building and maintaining partnerships with educational institutions, diversity organizations, and professional associations to ensure a strong talent pipeline.
  • Preparing regular reports on talent acquisition activities to facilitate informed decision-making.
  • Increasing the quality of applicant flow and managing employment relationships by administering contracts and entitlements.
  • Supporting onboarding activities to ensure a positive experience for new employees. 1
  • Guiding and supervising junior staff and sharing best practices across the region.

Required Qualifications:
The required qualifications for the Human Resource Officer - Talent Acquisition position include:
  • An advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology, or a related field, or a first university degree with additional years of relevant work experience.
  • At least five years of experience in Human Resources, with a minimum of one year of postgraduate professional experience focused on recruitment and talent acquisition.
  • Strong expertise in sourcing and recruiting candidates, particularly for hard-to-fill positions.
  • Demonstrated success in developing creative candidate pipeline methodologies and outreach strategies.
  • Proficiency in leveraging social media for employer branding and recruitment.
  • Knowledge of the Egyptian and Middle Eastern employment markets and best practices in talent acquisition.

Educational Background:
Candidates must possess an advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology, or a related field. Alternatively, a first university degree combined with additional years of relevant work experience is acceptable. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to perform effectively in the role.

Experience:
The position requires at least five years of experience in Human Resources, with a strong focus on recruitment and talent acquisition. Candidates should have a minimum of one year of postgraduate professional experience in this area, demonstrating a solid understanding of the recruitment process and the ability to implement effective talent acquisition strategies. Experience in international humanitarian development is also desirable, as it aligns with WFP's mission and operational context.

Languages:
Fluency in spoken and written English and Arabic is mandatory for this position. Proficiency in these languages is essential for effective communication within the organization and with external stakeholders. Additional language skills may be considered an asset but are not required.
