Job Overview:
The Quality Review Consultant position is designed for a proactive and analytical individual who will support the Strategic Operational Quality Revision Division (SQR) within the IDB. This role involves providing technical advice and support to IDB teams to ensure quality at entry for sovereign-guaranteed operations, particularly in areas such as education, gender and diversity, social protection, labor markets, and health. The consultant will engage in multiple workstreams, including evidence review, analytical support, and internal capacity strengthening, contributing to the overall mission of enhancing operational quality and project readiness. The consultant will also be involved in the development of a knowledge agenda and dissemination strategies, ensuring that lessons learned from past projects are effectively utilized to improve future quality reviews.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including but not limited to: supporting the review and systematization of academic and applied literature related to project quality; contributing to the conceptualization of SQR’s knowledge agenda; designing a knowledge dissemination agenda; analyzing past project assessments to identify common challenges and lessons learned; defining and structuring the analytical approach to internal processes; advising project teams on quality criteria; and assessing the strategic relevance of programs and operations. The consultant will also collaborate with sector and country leaders to enhance operational quality and lead initiatives aimed at improving project readiness and capacity to deliver results.

Required Qualifications:
Candidates must possess a Master's degree in Economics, Public Policy, International Development, or a closely related field. Additionally, they should have at least five years of relevant professional experience in applied research, program or project evaluation, policy analysis, or work with international development institutions. Demonstrated experience in conducting literature reviews and contributing to technical reports is essential, along with a strong background in working with multilateral development institutions or similar organizations.

Educational Background:
A Master's degree is required for this position, specifically in fields such as Economics, Public Policy, International Development, or closely related disciplines. This educational background is crucial for understanding the complexities of project evaluation and policy analysis within the context of international development.

Experience:
The position requires a minimum of five years of relevant professional experience. This experience should encompass applied research, program or project evaluation, and policy analysis, particularly within the framework of international development institutions. Candidates should have a proven track record of conducting literature reviews and analytical work, as well as contributing to technical reports that inform decision-making processes.

Languages:
Proficiency in English and Spanish, both spoken and written, is mandatory for this role. Additionally, knowledge of French and Portuguese is considered a valuable asset, enhancing the consultant's ability to communicate and collaborate effectively within the diverse linguistic landscape of the IDB Group.

Additional Notes:
The position is classified as an international consultant role, requiring full-time commitment for a duration of 19 months, with the possibility of extension up to 48 months, subject to eligibility.
