The United Nations Development System was restructured on January 1, 2019, under the leadership of the UN Secretary-General to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). This reform led to the establishment of the UN Resident Coordinator Offices (UN RCO), which are tasked with supporting countries in their development priorities. The Development Operations Coordination Office (DCO) was transformed into a stand-alone office within the UN Secretariat, overseeing the resident coordinator system. The DCO's mission is to ensure that the UN system is optimally configured to support the acceleration of the 2030 Agenda, focusing on data, digital innovation, and a mission-driven organizational culture. The UN RCO in Tunis is part of this global initiative, working to enhance the effectiveness of the UN's development efforts in Tunisia and beyond.

Job Overview:
The Associate Data Specialist plays a crucial role in the UN Resident Coordinator Office (RCO) in Tunis, contributing to the development and implementation of databases, data collection systems, and data analytics. This position requires interaction with various stakeholders, including counterparts, technical staff, and external partners, to optimize statistical efficiency and quality. The specialist will be responsible for identifying data sources, analyzing trends, and implementing process improvements in data analytics tasks. The role also involves developing reports and dashboards to support evidence-based decision-making across the development, humanitarian, and peace nexus. The Associate Data Specialist will document methodologies, draft inputs for various reports, and contribute to the development of tools for monitoring and analyzing data accuracy. This position is integral to enhancing the RCO's analytical capabilities and promoting a data-driven culture within the organization.

Duties and Responsibilities:
The incumbent will be responsible for a wide range of duties, including:
  • Developing and implementing databases and data collection systems;
  • Identifying and analyzing trends using statistical methods;
  • Implementing process improvements for data analytics tasks;
  • Maintaining and quality-assuring databases;
  • Developing reports and dashboards for management;
  • Documenting requirements and methodologies;
  • Drafting inputs for reports and briefings;
  • Contributing to monitoring and analyzing model performance;
  • Designing internal process improvements; 1
  • Implementing solutions to data-related technical problems; 1
  • Collaborating with data engineers and scientists; 1
  • Creating data visualization outputs; 1
  • Assisting with data collection and analysis; 1
  • Producing data products like reports or newsletters; 1
  • Conducting data cleaning and preliminary analysis; 1
  • Compiling data insights for stakeholder communications; 1
  • Keeping abreast of data analytics trends; 1
  • Building capacity on data analytics through training; 1
  • Supporting data preparation and reporting; 2

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in fields such as computer science, data science, analytics, statistics, applied mathematics, or related quantitative fields. A first-level university degree (Bachelor's) combined with qualifying experience may be accepted in lieu of the advanced degree. Additionally, candidates should demonstrate professionalism, teamwork, accountability, and creativity in their work, showcasing the ability to analyze and interpret data effectively.

Educational Background:
An advanced university degree (Master's degree or equivalent) in computer science, data science, analytics, statistics, applied mathematics, information management, data management, information systems, information science, or a related quantitative field is required. A first-level university degree (Bachelor's degree or equivalent) may be accepted in combination with qualifying experience.

Experience:
A minimum of two years of progressively responsible experience in data analysis, statistics, monitoring and evaluation, research, or data management is required. Candidates should have experience in collecting, cleaning, validating, and analyzing data from multiple sources to support evidence-based decision-making. Proficiency in data analysis and visualization tools such as Power BI, Tableau, R, Python, or SQL is essential. Experience in developing analytical products and conducting data quality assurance is also required. Desirable experience includes working with the United Nations or similar organizations and applying quantitative and statistical data modeling techniques.

Languages:
The working languages of the United Nations Secretariat are English and French, with Arabic also required for this position. Candidates must demonstrate proficiency in reading, writing, listening, and speaking in these languages, with a minimum level of proficiency as per the UN Language Framework.

Additional Notes:
This is a fixed-term position with an initial appointment period of one year, subject to availability of funds and budgetary approval. The position is open to nationals of Tunisia, and candidates must be recruited within the country or commuting distance of the office. If no suitable local candidate is found, Tunisian nationals residing elsewhere may be considered.
