Job Overview:
The E T Consultant position at the World Bank involves working as a core member of the Social Policy (SP) team in the Tunis office, focusing on employment-related initiatives. The successful candidate will serve as the local focal point for employment, collaborating closely with government counterparts, including the Ministry of Employment and Vocational Training and the Ministry of Social Affairs, as well as engaging with the private sector, universities, research think-tanks, and other development partners. The role requires frequent interaction and coordination with various stakeholders to support the SP engagement in Tunisia, particularly in the employment agenda. The consultant will contribute to operational and technical engagements, including ongoing projects funded by the European Union and Swiss Cooperation, and will be involved in the preparation of new projects related to employment and skills development. The position demands a proactive approach to dialogue with government counterparts and development partners, as well as the ability to coordinate task teams and operations effectively.

Duties and Responsibilities:
The E T Consultant will have a range of responsibilities, including but not limited to: serving as a core member of the SP team, supporting the employment agenda in Tunisia, acting as the local focal point for employment initiatives, engaging with government counterparts and development partners, contributing to operational and technical engagements, leading parts of projects related to public employment services, Active Labor Market Programs, and Labor Market Information Systems, preparing new projects on employment and skills, coordinating task teams, and fostering collaboration with other Global Practices (GPs) and the International Finance Corporation (IFC). The consultant will also be expected to manage complex projects, prepare and coordinate mission packages, and engage in policy dialogue with stakeholders.

Required Qualifications:
Candidates must possess a Master’s Degree in Public Policy, Economics, Labor, Public Administration, or a closely related field. Additionally, a minimum of 8 years of relevant experience in employment-related issues, including labor market programs, employment services, economic inclusion, and labor mobility, is required. Experience in private sector development is considered a plus. Candidates should demonstrate strong operational skills, including the ability to navigate complex administrations, design activities, and implement projects effectively. Knowledge of the World Bank Group's priority sectors and the ability to work collaboratively with other GPs and the IFC is also advantageous. Strong time management and project management skills are essential, along with demonstrated analytical abilities and experience in writing reports and policy notes.

Educational Background:
The educational background required for this position includes a Master’s Degree in a relevant field such as Public Policy, Economics, Labor, or Public Administration. This advanced degree is essential to ensure that the candidate possesses the necessary theoretical knowledge and analytical skills to address complex employment-related issues effectively.

Experience:
The position requires at least 8 years of relevant experience in employment-related fields. This experience should encompass a variety of aspects related to labor market programs, employment services, economic inclusion, and labor mobility. Candidates with experience in private sector development will have an added advantage, as this knowledge can enhance the effectiveness of the consultant's contributions to the role.

Languages:
Fluency in English and French is mandatory for this position, as effective communication with government counterparts and development partners in Tunisia will be essential. Proficiency in additional languages may be considered beneficial but is not explicitly required.
