Job Overview:
The Environmental Specialist will play a vital role in the World Bank's lending operations, particularly during the project identification, preparation, and appraisal stages. This position requires a proactive approach to ensure that environmental considerations are integrated early in the project lifecycle. The specialist will conduct thorough environmental analyses in accordance with the Bank's Environmental and Social Framework (ESF) and will be responsible for engaging with stakeholders through public consultations. The role involves advising task teams on the ESF and Environmental and Social Standards (ESSs), as well as collaborating with social specialists to guide clients in preparing comprehensive environmental, social, health, and safety assessments. The specialist will also provide capacity-building support to clients, ensuring that they are equipped to draft necessary documentation and implement effective environmental management strategies throughout the project cycle.

Duties and Responsibilities:
The Environmental Specialist's duties include contributing to the preparation of lending operations by conducting environmental analyses, advising task teams on ESF interpretation, and collaborating with social specialists on environmental and social assessments. The specialist will guide clients in preparing relevant project documentation, including Terms of Reference for environmental assessments, and will supervise the implementation of environmental management plans. Responsibilities also include providing timely input to Bank project documents, advising clients on commissioning assessments, and ensuring that environmental management measures are incorporated into bidding and contract documents. The specialist will supervise ongoing World Bank projects, conducting site visits and reviewing monitoring reports to ensure compliance with environmental and safety requirements. Additionally, the specialist will engage in analytical work related to the Philippines' environmental systems and identify capacity-building needs for clients, working collaboratively with colleagues to strengthen these systems. The role may also involve operational support for ENV-led activities and contributing to training and knowledge-sharing initiatives as requested by management.

Required Qualifications:
Candidates for the Environmental Specialist position should possess a strong understanding of environmental and social assessment processes, as well as experience in project management within the context of development finance. Familiarity with the World Bank's Environmental and Social Framework and related policies is essential. The ideal candidate will have excellent analytical skills, the ability to communicate complex environmental issues effectively, and experience working with diverse stakeholders, including government agencies and civil society organizations. Strong interpersonal skills and the ability to work collaboratively in a team environment are also critical for success in this role.

Educational Background:
A master's degree in environmental science, environmental policy, social sciences, or a related field is required for the Environmental Specialist position. Advanced degrees or specialized certifications in environmental management or related disciplines may be advantageous. Candidates should demonstrate a solid academic foundation that supports their understanding of environmental issues and project management principles.

Experience:
The position requires a minimum of 5 years of relevant professional experience in environmental management, project assessment, or related fields. Candidates should have a proven track record of working on development projects, particularly in the context of environmental and social assessments. Experience with international organizations or development banks is highly desirable, as is familiarity with the specific challenges faced by the East Asia and Pacific region.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the World Bank. Proficiency in additional languages relevant to the East Asia and Pacific region, such as Filipino or Mandarin, would be considered an asset and may enhance the candidate's ability to engage with local stakeholders effectively.
