Job Overview:
The position of Technical Editor and Report Development Consultant is crucial for the Longitudinal Cohort Study on the Filipino Child (LCSFC), which aims to provide significant insights into the lives of Filipino children as they transition into adulthood. The consultant will be responsible for transforming the technical manuscript of the Mid-Study Report into a publication-ready document that effectively communicates findings to policymakers, development partners, and the public. This role involves substantive editing, enhancing the narrative, coherence, and readability of the report while ensuring that the technical integrity of the findings is preserved. The consultant will collaborate closely with UNFPA and the University of San Carlos - Office of Population Studies Foundation Inc. (USC-OPS) to ensure that the report meets the highest editorial standards and serves its purpose as a flagship knowledge product for evidence-informed policymaking.

Duties and Responsibilities:
The consultant's duties will include conducting a comprehensive editorial review of the Mid-Study Report, developing an editorial strategy, and producing a final edited manuscript. Specific responsibilities include:

• Conducting an editorial review to assess the overall structure, narrative flow, and coherence of the report.
• Identifying opportunities for improving transitions between chapters and enhancing the overarching narrative.
• Recommending editorial restructuring while maintaining the integrity of the technical analyses.
• Preparing an editorial workplan in consultation with UNFPA.
• Performing technical editing and substantive copy-editing of the report, refining key sections such as the introduction, executive summary, and conclusions.
• Improving the consistency, readability, and accessibility of the report.
• Reorganizing sections to strengthen the narrative and ensuring consistency in language, terminology, style, figures, tables, and references.
• Preparing the final publication-ready manuscript in accordance with UNFPA's standards and incorporating feedback from UNFPA and relevant partners.
• Developing an abridged version of the report for a broader audience, synthesizing key findings and policy implications into a concise publication.

Required Qualifications:
Candidates must possess a first-level university degree in communications, journalism, English, development studies, economics, demography, public policy, public health, social sciences, or a related field, along with at least two years of relevant professional experience in technical editing, report writing, or publication development. Alternatively, an advanced university degree in a relevant field is acceptable. Candidates should demonstrate prior experience in editing and developing publication-ready research reports or policy publications, with a strong emphasis on narrative flow and editorial quality. Familiarity with organizational branding and publication standards is advantageous, as is experience translating complex research into accessible formats for policy and general audiences. Knowledge of demographic, population, or development issues is highly desirable, along with experience working with UN agencies or similar organizations.

Educational Background:
The educational background required for this position includes a first-level university degree in relevant fields such as communications, journalism, English, development studies, economics, demography, public policy, public health, social sciences, or a related discipline. Candidates with an advanced degree in these areas will be given preference. The educational qualifications should be complemented by practical experience in technical editing and report development, ensuring that candidates are well-equipped to handle the demands of the role.

Experience:
Candidates should have a minimum of two years of relevant professional experience in technical editing, report writing, or publication development. This experience should include demonstrated proficiency in editing and developing publication-ready research reports or policy documents. Familiarity with demographic, population, or development issues is highly desirable, as is experience working with UN agencies, government bodies, research institutions, or development organizations. The ability to synthesize complex research findings into clear and accessible narratives is essential for success in this role.

Languages:
Fluency in written and spoken English is mandatory for this position. Candidates should possess excellent technical writing and editing skills, with the ability to communicate complex ideas clearly and effectively. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly if they are relevant to the context of the work or the target audience.

Additional Notes:
The consultancy is deliverable-/output-based, with specific milestones for payment based on the completion of key outputs. The consultant will report to the UNFPA Country Office in Mandaluyong City and is expected to attend occasional meetings there. The consultancy is expected to be completed by 7 October 2026, with deliverables including an Editorial Review and Publication Development Plan, a final edited manuscript of the Mid-Study Report, and a final edited manuscript of the abridged report.
