Job Overview:
The Maternal Health and Health Systems Strengthening Adviser will serve as the Principal Lead Adviser for UNFPA in the West and Central Africa (WCA) region, providing integrated technical and programmatic support on maternal and newborn health, Sexual Reproductive Health and Rights (SRHR), and health systems strengthening. This role involves working closely with technical and program staff in the WCA Regional Office and Country Offices, reporting directly to the Deputy Regional Director. The adviser will be responsible for leading efforts to improve maternal and newborn health outcomes, ensuring that the regional office and country offices are equipped to provide evidence-based policy and program advice. The adviser will also focus on strengthening health systems, financing, governance, and accountability to accelerate progress towards the outcomes of UNFPA’s Strategic Plan and the SDGs. The role requires a strategic approach to policy advocacy, program implementation, and partnership development to address the challenges of maternal health in the region.

Duties and Responsibilities:
The duties and responsibilities of the Maternal Health and Health Systems Strengthening Adviser include providing technical leadership and strategic support to the regional office and countries in the WCA region on maternal and newborn health, SRHR, and health systems strengthening. The adviser will lead policy and advocacy efforts to integrate comprehensive SRHR into national health policies and programs, manage regional initiatives on maternal health, and contribute to health system strengthening by enhancing access to quality SRH services. The adviser will also oversee the implementation of regional strategies to reduce maternal mortality, analyze trends in maternal health, and identify strategic actions to improve health outcomes. Additionally, the adviser will supervise technical staff, engage in capacity development activities, and coordinate knowledge sharing among countries to promote best practices in maternal health.

Required Qualifications:
Candidates must possess an advanced degree in health, medicine, obstetrics and gynecology, public health, or related fields directly linked to maternal and newborn health, SRHR, and health systems strengthening. A minimum of 10 years of progressively responsible professional experience in these areas is required, with at least seven years at the international level. Proven experience in a lead maternal health role, understanding of UNFPA's mandate, and established networks in maternal health and SRHR are essential. Candidates should demonstrate strong engagement skills with national counterparts and development partners, as well as a track record of producing results in complex environments.

Educational Background:
An advanced degree in health, medicine, obstetrics and gynecology, public health, or other relevant fields is required for this position. This educational background should provide a solid foundation in the principles and practices of maternal and newborn health, SRHR, and health systems strengthening, equipping the candidate with the necessary knowledge to effectively lead and advise on these critical issues.

Experience:
Candidates should have at least 10 years of professional experience in maternal and newborn health, SRHR, and health systems strengthening, with a significant portion of this experience gained at the international level. This experience should include a proven track record in leading maternal health initiatives, engaging in health sector reform, and contributing to health systems strengthening efforts in developing countries and middle-income countries. Familiarity with the specific challenges and opportunities within the West and Central Africa region is highly desirable.

Languages:
Fluency in English is mandatory for this position, as it is essential for effective communication with English-speaking country coordination groups and local organizations. Proficiency in French is also desirable, as it will facilitate communication with French-speaking counterparts in the region, enhancing collaboration and program implementation.
