Job Posting Organization:
The Forum of NGOs in West and Central Africa (FONGA) was established in 2025 as a regional coordination platform aimed at enhancing the coordination, advocacy, and influence of national and international NGOs and their umbrella structures operating in humanitarian, development, and peace sectors. Currently, FONGA comprises 59 members, including 20 national NGO forums and 39 regional NGO representations, covering 12 countries in West and Central Africa. The organization is dedicated to addressing the complex crises faced in the region, including security" style="border-bottom: 1px dotted #007bff !important;">security and political degradation, climate shocks, increasing humanitarian needs, and funding contractions.

Job Overview:
The Support Manager position is crucial for the development, structuring, and management of support functions within FONGA. Reporting to the Director, the Support Manager will oversee administrative, financial, human resources, logistics, and compliance functions of the Forum. This role is integral to developing effective management systems and progressively enhancing the Forum's institutional autonomy. The Support Manager will also contribute to the implementation of FONGA's roadmap for empowerment, which is currently hosted by the Norwegian Refugee Council (NRC).

Duties and Responsibilities:
The Support Manager will be responsible for ensuring compliance with NRC policies, procedures, and guidelines. Key responsibilities include: managing administration, compliance, and risk management; overseeing financial management, including budgeting, cash flow, financial reporting, audits, and compliance with donor requirements; managing human resources, logistics, and procurement; supporting institutional development and empowerment of the Forum; providing institutional support to members and facilitating collaboration; and leading, coordinating, and representing the Forum in institutional matters. The role requires a proactive approach to developing and implementing policies, procedures, and management systems that enhance the Forum's operational effectiveness and institutional capacity.

Required Qualifications:
Candidates must have a minimum of six years of professional experience, with significant expertise in financial management, budgeting, and compliance. Essential qualifications include proven experience in financial management, including budget preparation and monitoring, cash management, financial reporting, audits, internal control, and compliance with donor requirements. Experience in managing institutional funding, monitoring funding agreements, and compliance is also required. Candidates should have experience in supervising or coordinating support functions (administration, human resources, logistics, and general administration) within an NGO or non-profit organization, as well as experience in managing multidisciplinary teams and developing staff.

Educational Background:
A Master's degree in finance, accounting, auditing, management control, business administration, or a related field is required, or equivalent experience. Proficiency in office tools, particularly Excel, and collaborative tools (Microsoft 365, Teams, etc.) is essential.

Experience:
Candidates should have extensive experience in financial management, risk management, and compliance, as well as experience in institutional development and organizational change. Experience in capacity building, training design, and facilitation is also desirable. Familiarity with the humanitarian and development sectors, as well as knowledge of institutional donors and their administrative, financial, and contractual requirements, is important.

Languages:
Fluency in both French and English, written and spoken, is mandatory. Additional language skills may be considered an asset.

The position is a fixed-term contract for 12 months with the possibility of renewal. The salary will be based on the national salary scale of NRC Senegal, Grade
