Job Overview:
The position of Consultant National involves finalizing a prospective analysis document for health programs in Senegal. This document aims to integrate multisectoral contributions, updated data, and strategic recommendations to create an operational tool for planning and decision-making. The consultant will work closely with the Ministry of Health and Public Hygiene (MSHP) and WHO to identify strategic priorities, territorial vulnerabilities, and high-impact interventions to improve health indicators and accelerate the transformation of the health system in line with Senegal's Vision 205

• The role requires a comprehensive understanding of the health system and the ability to synthesize complex information into a clear and accessible format. The consultant will also be responsible for ensuring the document's quality, readability, and visual impact, contributing to the strategic objectives of the health transformation process.

Duties and Responsibilities:
The consultant will have a range of duties and responsibilities, including:

• Document Review: Analyze provisional versions, regional summaries, and available data to ensure comprehensive coverage of health program priorities.
• Priority Consolidation: Integrate identified gaps in various health areas such as maternal and child health, nutrition, and digital health into the final document.
• Territorial Harmonization: Align regional priorities with national programs, ensuring coherence across different areas such as Matam, Kédougou, and Tambacounda.
• Technical Validation: Organize and facilitate validation workshops with technical directors and partners to ensure the document meets all necessary standards.
• Final Writing: Produce a consolidated, structured version of the report that adheres to WHO/MSHP standards.
• Dissemination Support: Prepare an executive summary and communication materials, including policy briefs and PowerPoint presentations for national workshops. The consultant is expected to deliver a final document that is clear, coherent, and visually appealing, free of errors and enriched with creative visual elements and relevant explanatory notes.

Required Qualifications:
The position requires several qualifications, including:

• Essential: A higher education degree in public health, health economics, epidemiology, communication and graphic design, social sciences, or a related field.
• Desirable: A Master's degree in linguistics, literature, communication and graphic design, social sciences, public health, health economics, or epidemiology.
• Essential: A minimum of 5 years of relevant professional experience in strategic analysis, planning, and monitoring and evaluation, with at least one similar production completed in the last three years.
• Desirable: Proven experience in communication, particularly in document editing and mastery of digital design tools. Experience with WHO, UN organizations, or health ministries is also preferred.

Educational Background:
Candidates must possess a higher education degree in relevant fields such as public health, health economics, epidemiology, communication and graphic design, or social sciences. A Master's degree in related disciplines is desirable, indicating a higher level of expertise and knowledge in the field.

Experience:
The consultant should have at least 5 years of relevant professional experience, particularly in strategic analysis, planning, and monitoring and evaluation. This experience should include at least one similar project completed within the last three years, demonstrating the ability to produce high-quality work in a timely manner. Experience with international organizations such as WHO or UN agencies is an advantage, as is familiarity with the Senegalese health system.

Languages:
Fluency in French (both oral and written) is essential for this position. Basic knowledge of English is desirable, allowing for effective communication with international partners and stakeholders.

Additional Notes:
The consultancy is based in Dakar, Senegal, with no travel required within the country. The contract duration is for one month, non-renewable, and the consultant will be compensated according to WHO's subsistence allowance rates.
