Job Overview:
The E T Consultant - Evaluation & Learning Officer position at the World Bank is designed for a professional who will support a variety of activities within the Evaluation and Learning team of the Climate Investment Funds (CIF). The primary focus of this role will be on energy-related knowledge and advisory services, contributing to evaluations, research, and reports that support CIF programs and thematic areas such as transformational change, climate finance, private sector engagement, knowledge management, learning, social inclusion, and development impacts. The successful candidate will be expected to possess technical expertise in clean energy transitions and sustainable development, along with strong project management, communication, and interpersonal skills. This position is integral to the CIF's mission of catalyzing climate action in developing and middle-income countries, and the candidate will work closely with various stakeholders to ensure that climate finance reaches those who need it most.

Duties and Responsibilities:
The key responsibilities of the E T Consultant include providing research support through background analysis on emerging topics, sourcing data for knowledge products, and co-developing knowledge and communications pieces. The consultant will also support the development and delivery of learning events, both online and in-person, related to CIF programs and key thematic topics. Additional responsibilities include generating new knowledge through evaluations, case studies, thematic reviews, and consultations; preparing briefs, background notes, and presentations for team leads; cataloguing and organizing existing CIF knowledge products; seeking collaboration opportunities with CIF stakeholders and external agencies; developing dissemination strategies for E&L’s knowledge products; and supporting the ongoing work of the Transformational Change Learning Partnership (TCLP). Other ad-hoc support may be required as needed.

Required Qualifications:
Candidates must possess a Master’s Degree (or equivalent) in Economics, Energy Policy, International Development, Public Policy, or a related discipline. A minimum of 5 years of relevant experience in economics, environmental studies, social sciences, or related fields is required. The ideal candidate will have excellent written communication and editing skills, particularly in conveying technical information to diverse audiences. They should be able to work well under pressure, manage multiple tasks within tight deadlines, and maintain high-quality standards. Strong organizational skills, attention to detail, and a proactive attitude are essential. The candidate should also demonstrate strong interpersonal skills, promoting collaboration and achieving consensus in a multicultural environment. Experience with the policies and procedures of the World Bank Group or other multilateral development banks is advantageous.

Educational Background:
The educational background required for this position includes a Master’s Degree or equivalent in relevant fields such as Economics, Energy Policy, International Development, or Public Policy. This advanced education is crucial for understanding the complexities of climate finance and the socio-economic factors influencing development in various regions.

Experience:
The position requires a minimum of 5 years of relevant experience in fields such as economics, environmental studies, or social sciences. This experience should include work related to climate finance, clean energy transitions, and knowledge management, as well as involvement in evaluations and research activities. Candidates should demonstrate a proven track record of managing projects and delivering results in a timely manner.
