Job Overview:
The position involves developing a validated diagnostic and practical methodology aimed at enhancing the capacity of state-level human rights institutions in Mexico, specifically in the states of Chihuahua, Oaxaca, Michoacán, and Mexico City. The consultant will work under the supervision of OHCHR-Mexico and will contribute to the Joint Programme 'Strengthening Institutional Frameworks and Community Resilience for Durable Solutions to Internal Displacement in Mexico.' This program seeks to address internal displacement through a rights-based approach, focusing on prevention, response, and resolution of displacement issues. The consultant's work will include assessing institutional capacities, developing operational tools, and ensuring that methodologies incorporate gender, age, disability, and intercultural perspectives.

Duties and Responsibilities:
The consultant will be responsible for several key duties, including: participating in regular technical meetings with OHCHR, developing and implementing a methodology to assess the capacities of state human rights institutions, conducting consultations with relevant stakeholders, and assessing institutional capacities related to early warning and case documentation. Additionally, the consultant will develop a practical methodology and operational tools to strengthen the prevention and response to internal displacement, facilitate validation sessions with OHCHR and participating institutions, and incorporate feedback into final products. The consultant will also ensure that all deliverables are aligned with international human rights standards and best practices.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in fields such as Law, Human Rights, Public Policy, Political Science, Sociology, or International Relations. Alternatively, a first-level university degree with additional qualifying experience may be accepted. A minimum of 7 years of progressively responsible professional experience in human rights, internal displacement, protection, or related fields is required. Candidates should demonstrate professional experience in human rights and have experience developing methodologies, protocols, and practical tools for public institutions or human rights institutions. Knowledge of the Guiding Principles on Internal Displacement and experience working with national or state human rights institutions is essential.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in relevant fields such as Law, Human Rights, Public Policy, Political Science, Sociology, or International Relations. A first-level university degree may be accepted if accompanied by additional qualifying experience, indicating that the organization values practical experience alongside formal education.

Experience:
Candidates should have a minimum of 7 years of progressively responsible professional experience in areas related to human rights, internal displacement, protection, or public policy. This experience should include demonstrated professional work in human rights, as well as experience in developing methodologies and providing technical assistance to public institutions or human rights institutions. Familiarity with the context of Mexico or Latin America is also important, as is experience in early warning systems, human rights documentation, and inter-institutional coordination.

Languages:
Fluency in spoken and written Spanish is required, along with knowledge of English. The working languages of the United Nations Secretariat are English and French, so proficiency in these languages is advantageous. Knowledge of an additional official UN language, such as Arabic or Chinese, is also considered a plus, as it enhances communication capabilities within the international context of the organization.
