Job Overview: The Senior Mining Specialist position at the World Bank involves providing senior advisory support and team leadership for the implementation of India's National Critical Minerals Mission (NCMM). This role requires close coordination with various stakeholders, including government entities at both state and federal levels, to ensure alignment with the WBG's support and the Government of India's priorities. The specialist will lead a multisectoral task team based in New Delhi, engaging with public sector undertakings and private sector investors to facilitate effective partnerships. The position demands a high level of expertise in mining policy, technical advice, and the ability to navigate complex political and institutional landscapes. The candidate will also be responsible for mentoring junior staff and conducting outreach to key stakeholders, delivering presentations, and maintaining internal relationships within the WBG.
Duties and Responsibilities:
Lead WBG support to India’s National Critical Minerals Mission (NCMM), transitioning toward a long-term programmatic partnership.
Manage a multisectoral WBG task team engaging with central ministries, public sector undertakings, state governments, and private sector investors.
Provide expert policy and technical advice to federal and state governments, supporting interagency coordination.
Develop innovative approaches for mining sector lending and advisory projects, focusing on resilient supply chains for key minerals and metals.
Maintain dialogue with the India country management unit and serve as a bridge between field-based staff and management in Washington, DC.
Collaborate with the Metals and Minerals Solutions and Impact team to ensure alignment with departmental priorities.
Conduct outreach to stakeholders, delivering presentations to WBG management and external audiences.
Mentor junior staff and support their professional development.
Required Qualifications:
A master’s degree or higher in a mining-related field such as extractive metallurgy, ore processing, or related disciplines.
An additional master’s degree in finance or project management is preferred, especially with experience in mining and minerals value-chain transactions.
A minimum of 8 years of relevant professional experience advising governments on economic policy, infrastructure, natural resources, or mining. Candidates with 12 or more years of experience are strongly preferred.
Significant experience in mining sector policy, regulation, and institutional reform, with exposure to large-scale investments and transactions.
A proven track record of trusted advisory engagement with top government levels, particularly in minerals value chain developments.
Educational Background: Candidates must possess at least a master’s degree in a mining-related academic background, such as extractive metallurgy, ore processing, or similar fields. An additional master’s level degree in finance or project management is advantageous, particularly if it includes demonstrated experience in mining and minerals value-chain midstream project transactions.
Experience: The position requires a minimum of 8 years of relevant professional experience, with a strong preference for candidates who have 12 or more years of experience. This experience should include advising governments at senior levels on economic policy, infrastructure, natural resources, and mining, with a focus on the mining sector and minerals value-chain midstream policy and regulation.
Languages: Fluency in English is required for this position, while fluency in Hindi is preferred but not mandatory. Candidates with specific experience in processing and refining critical minerals, such as rare earths, cobalt, lithium, and copper, will have an advantage. Understanding of India’s critical minerals landscape and institutional frameworks is also beneficial.
Additional Notes: This position is a full-time role with a term duration of 3 years. It involves international recruitment and requires frequent travel within India and periodic international travel. The role demands flexibility regarding work hours due to the need for regular off-hours coordination with headquarters colleagues. The position is partially financed by a trust fund, and renewal is subject to funding availability and other relevant factors, including business needs and performance.
