Job Overview: As the Chief, Admin and Finance, you will report to the Deputy Representative, Operations (DRO) and be responsible for managing, monitoring, and overseeing a comprehensive range of financial and administrative services that support program and operational activities. Your role will include financial planning, disbursement of funds, treasury and accounting, analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, and reporting of resources, as well as managing transport, travel, and premises. You will ensure compliance with organizational policies and standards while providing managerial leadership and policy guidance to achieve effective service management and staff capacity development. This position emphasizes upstream engagement through systems strengthening, strategic partnerships, and governance, aligning with UNICEF's 3Cs for Every Child approach—Convene, Converge, and Catalyze—to achieve sustainable improvements in administrative and financial management outcomes.
Duties and Responsibilities:
Ensure proper administration, monitoring, and control of budget preparation and implementation in the area of administrative management and services.
Oversee administrative support and services, including property management and contract arrangements.
Facilitate partnerships, coordination, and collaboration with stakeholders.
Support financial planning and management, including control of accounts and treasury and cash management.
Lead knowledge and capacity-building initiatives within the team.
Supervise support staff, planning and guiding their work, and reviewing completed work for accuracy and compliance with IPSAS and UNICEF regulations.
Engage in strategic planning and implementation of policies and procedures to enhance service delivery.
Required Qualifications:
Advanced University Degree (Master's or equivalent) in Financial Management, Accountancy, Finance, or related fields.
At least 8 years of relevant work experience in financial management or audits within international organizations or large corporations.
Experience in office management, administration, property/premises management, or related functions is essential.
Advanced proficiency in Microsoft Office, particularly Excel, is required.
Skills in Financial Management, Budget Administration, Supply and Logistics, Office Management, and Strategic Administration are necessary.
Educational Background: Candidates must possess a Master's degree or an equivalent advanced university degree in Financial Management or related fields such as Accountancy or Finance. This educational background is crucial for understanding complex financial systems and regulations, which are integral to the role.
Experience: The position requires a minimum of 8 years of relevant work experience in financial management or audits, particularly in international organizations or large corporations. Both national and international experience in office management and administration is preferred, with a focus on developing countries or humanitarian contexts being advantageous.
Languages: Fluency in English is mandatory for this position. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is considered an asset, enhancing communication and collaboration in diverse environments.
