Job Overview: The position of National Consultant involves providing technical support and capacity building for women's professional associations and networks in Moldova, specifically within the security, justice, and defense sectors. The consultant will be responsible for delivering tailored training, coaching, and organizational development support to enhance the capabilities of these associations in promoting the Women, Peace, and Security (WPS) Agenda. This role is crucial in addressing the underrepresentation of women in decision-making processes and ensuring their active participation in peacebuilding efforts. The consultant will work closely with UN Women Moldova to develop methodologies and training modules that address organizational challenges and promote effective governance, strategic planning, and leadership within women's organizations. The consultancy is framed within ongoing projects funded by Denmark and Sweden, and the consultant will report to the Programme Analyst on Women, Peace and Security, collaborating with other members of the UN Women Moldova management team.
Duties and Responsibilities: The consultant will undertake a variety of tasks, including: conducting in-depth consultations with women's professional associations to identify key organizational issues; delivering analytical reports with recommendations for enhancing organizational capacities; providing technical guidance on strategic planning for women's associations; developing learning modules on topics such as strategic communication and resource mobilization; delivering training sessions and workshops tailored to the needs of women's organizations; and preparing a Final Report summarizing lessons learned and recommendations for future capacity-building opportunities. The consultant will ensure the successful completion of these tasks within a 12-month period, with the possibility of extension, and will be responsible for coordinating all deliverables and maintaining communication with UN Women.
Required Qualifications: Candidates must possess a Master's degree or equivalent in Organizational Development, Public Administration, Business Administration, Psychology, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. Certification in organizational behavior, change management, or data analysis is considered an advantage. Additionally, candidates should have at least 5 years of progressively responsible experience in human resources, corporate training, or organizational development, with a proven track record in planning and executing organizational transformation projects. Experience in developing gender-sensitive leadership training and working with international organizations, particularly the UN, is highly desirable.
Educational Background: A Master's degree or equivalent in a relevant field such as Organizational Development, Public Administration, Business Administration, or Psychology is required. Alternatively, a first-level university degree with additional qualifying experience may be accepted. Relevant certifications in organizational behavior or change management are advantageous.
Experience: The position requires a minimum of 5 years of relevant experience in human resources, corporate training, or organizational development. Candidates should have experience in planning, executing, and measuring organizational transformation projects, as well as in developing and delivering gender-sensitive leadership training and employee engagement programs. Experience working with international organizations, particularly the UN, is a significant advantage.
Languages: Fluency in Romanian and English is mandatory for this position. Knowledge of any other UN official language is considered an asset, enhancing the candidate's profile for the role.
Additional Notes: This consultancy is home-based, with the expectation that the consultant will be present in Chisinau for training sessions and related activities. The assignment is expected to last for 12 months, with up to 40 days of work, and may be extended based on project needs. Payment will be made on a per-day basis, contingent upon satisfactory performance and approval of deliverables. The consultant will be responsible for coordinating any necessary travel outside Chisinau with UN Women in advance.
