Job Overview:
The E T Consultant - Health Economist / Health Specialist position is integral to the World Bank's Health, Nutrition, and Population (HNP) Global Practice in the Europe and Central Asia (ECA) region. This role focuses on supporting Bosnia and Herzegovina in implementing health system reforms aimed at achieving financial sustainability, enhancing service delivery performance, improving quality of care, and building resilience in line with Universal Health Coverage (UHC) objectives. The consultant will play a crucial role in the preparation and implementation of World Bank-financed activities in Bosnia and Herzegovina, particularly through two key projects: the MDTF 'Technical Support for BiH Health Reform' and the Health Systems Improvement Project (HSIP). The consultant will act as a liaison between the World Bank and various stakeholders, ensuring effective policy dialogue and analytical support for health sector reforms. The position requires a proactive approach to problem-solving and the ability to navigate complex institutional settings while contributing to the overall operational engagement in the health sector.

Duties and Responsibilities:
The E T Consultant will be based in Sarajevo and will report to the HNP Practice Manager. The key responsibilities include: providing day-to-day implementation support for ongoing health projects, including those focused on health financing, strategic purchasing, service delivery reforms, digital health, and quality improvement; contributing to implementation support missions and preparing Aide Memoires and management updates; assisting in the preparation or restructuring of project documentation, including project papers and results frameworks; monitoring project results, identifying bottlenecks, and proposing corrective actions; designing and delivering analytical and advisory activities; preparing policy notes, technical briefs, and diagnostic studies related to health financing and service delivery; compiling and analyzing quantitative and qualitative data from various sources; ensuring that analytical outputs are relevant to policy and aligned with ongoing reforms; supporting policy dialogue with relevant ministries and institutions; organizing consultations and workshops with stakeholders; contributing to communication materials and presentations for senior officials; sharing knowledge across the region; and monitoring sector developments and reforms.

Required Qualifications:
Candidates must possess a Master's degree in Health Economics, Public Health, Law, Health Policy, Health Financing, Medicine, or a closely related field. A minimum of five years of relevant professional experience in health systems, health financing, or service delivery reforms is required. Familiarity with health sector governance and financing arrangements in Bosnia and Herzegovina or the Western Balkans is a strong advantage. Experience working on World Bank or other development partner-financed operations, including lending projects and trust fund-financed analytics, is essential. Candidates should demonstrate experience in supporting policy dialogue and reform implementation in complex institutional settings, possess strong analytical skills, and have the ability to work with administrative health data and financial information. Excellent drafting skills in English and strong organizational abilities are also necessary.

Educational Background:
The educational background required for this position includes a Master's degree in a relevant field such as Health Economics, Public Health, Law, Health Policy, Health Financing, or Medicine. This advanced degree is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively contribute to health system reforms and policy development.

Experience:
The position requires a minimum of five years of relevant professional experience in health systems, health financing, or service delivery reforms. Candidates should have a proven track record of working in complex institutional settings and supporting policy dialogue and reform implementation. Experience with World Bank or other development partner-financed operations is highly desirable, as is familiarity with the health sector in Bosnia and Herzegovina or the Western Balkans.

Languages:
Fluency in English is mandatory for this position, both written and spoken. Additionally, knowledge of Bosnian, Croatian, or Serbian is required, as this will facilitate communication with local stakeholders and enhance the consultant's effectiveness in the role.
