Job Overview:
The Sr. Financial Specialist position at the World Bank involves working within the GEF Blended Finance team, which is part of the GEF Programming Division. This role is crucial for supporting the programming of blended finance resources across various geographic regions and thematic areas. The specialist will engage with regional and focal area teams to ensure that GEF recipient countries can optimize their investments in blended finance to achieve significant global environmental benefits. The position requires collaboration with various stakeholders, including clients and agencies, to develop viable project proposals for GEF Council approval. The Sr. Financial Specialist will also be responsible for managing project reviews, preparing annual reflow reports, and contributing to the development of blended finance policies and guidelines. This role is pivotal in ensuring that the GEF's financial mechanisms are effectively utilized to address pressing environmental challenges.

Duties and Responsibilities:
The duties and responsibilities of the Sr. Financial Specialist include:
  • Building a pipeline of viable projects in collaboration with GEF Agencies and countries for GEF Council approval.
  • Providing guidance to agencies and countries on the development of blended finance project proposals and assisting in the preparation of work programs.
  • Performing and managing reviews of project proposals under the Blended Finance Global Program and ensuring compliance with agreed review criteria.
  • Managing the preparation of annual reflow reporting in coordination with the GEF Trustee and GEF Agencies, including reviewing existing processes and making recommendations for improvements.
  • Monitoring and evaluating ongoing projects in collaboration with GEF Agencies and countries.
  • Developing blended finance policies and guidelines to support the GEF Programming Division.
  • Providing quality inputs to senior management on country and thematic briefings, speeches, and analytical documents.
  • Participating in country dialogues and representing the GEF at international forums as required.
  • Undertaking additional duties as directed by the Manager of the GEF Programming Division and the Blended coordinator" style="border-bottom: 1px dotted #007bff !important;">Finance Coordinator.

Required Qualifications:
Candidates for the Sr. Financial Specialist position must possess a Master's degree in business administration, finance, or related fields, along with at least 8 years of relevant professional experience as an investment officer or in origination teams within Multilateral Development Banks (MDBs) or International Financial Institutions (IFIs). Strong financial skills in investment analysis involving debt, equity, fund investment, guarantees, and structured finance are essential. Additional knowledge in project management and reflow reporting is required. Candidates should have experience with private sector and blended finance projects, as well as a proven track record in designing and executing large bilateral or multilateral funded projects. Excellent analytical skills and proficiency in Excel, databases, and web-based tools are necessary. The ability to work collaboratively in multi-disciplinary teams and engage effectively with a diverse range of stakeholders is crucial.

Educational Background:
The educational background required for the Sr. Financial Specialist position includes a Master's degree in business administration, finance, or a related field. This advanced degree is essential to ensure that candidates have the necessary theoretical knowledge and practical skills to perform effectively in this role.

Experience:
Candidates should have a minimum of 8 years of relevant professional experience, particularly in roles related to investment analysis, project management, and blended finance within Multilateral Development Banks (MDBs) or International Financial Institutions (IFIs). Experience in the banking or investment management industry is also valuable. Familiarity with the dynamics of global environmental finance and experience in developing countries, especially in climate change projects, are highly desirable.

Languages:
Fluency in English is mandatory for this position, as it is essential for effective communication and documentation.
