Job Overview:
The Interregional Adviser on Localization of the SDGs is responsible for providing policy advice to national and local governments, particularly in developing countries, on enhancing multi-level governance frameworks and ensuring effective distribution of responsibilities for SDG implementation. The role involves supporting governments in integrating local dimensions of the SDGs into national development strategies and public policies, strengthening the capacity of local authorities, and promoting innovative approaches to local public service delivery. The adviser will also monitor trends and best practices in SDG localization, contribute to the design of capacity development programs, and ensure gender mainstreaming in all actions. The position requires collaboration with various stakeholders and the development of tools and frameworks to track progress on SDG localization.

Duties and Responsibilities:
The incumbent will provide policy advice through online consultations and field missions, focusing on aspects such as strengthening governance frameworks, integrating local SDG dimensions into national strategies, and enhancing the capacity of local authorities. Responsibilities include monitoring and analyzing trends in SDG localization, contributing to policy design for developing countries, participating in capacity development program design, ensuring gender mainstreaming, and contributing to resource mobilization strategies. The adviser will also develop training materials, guide data collection initiatives, and establish partnerships with stakeholders to promote SDG localization.

Required Qualifications:
Candidates must possess a strong understanding of governance, public administration, and development theories, particularly in relation to the localization of sustainable development goals. Knowledge of effective governance principles, multi-level governance concepts, and innovative approaches in local governance is essential. The role requires excellent communication skills, the ability to work collaboratively in teams, and a commitment to gender equality and inclusivity in all areas of work.

Educational Background:
An advanced university degree (Master's or Doctorate) in public administration, local development, public policy, political science, or related fields is required for this position. This educational background is crucial for understanding the complexities of governance and development in relation to the SDGs.

Experience:
Candidates should have a minimum of seven years of progressively responsible experience within the UN development system or related operational activities, particularly in the area of localization of the SDGs. At least five years of experience in governance and public institutions, with a focus on local governance and SDG implementation, is required. Additionally, four years of advisory experience in developing countries is necessary, along with the ability to mobilize funds and partnerships for capacity development activities.

Languages:
English is required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. Knowledge of French is desirable but not mandatory. Proficiency in these languages is essential for effective communication within the UN Secretariat and with various stakeholders.

Additional Notes:
The appointment is limited to the Department of Economic and Social Affairs and is subject to an initial probationary period of one year. The position is fixed-term and may be renewed annually based on the continued need for the technical specialty, availability of funds, and satisfactory performance.
