Job Overview: The Data Management Associate position is crucial for the effective management and analysis of data within the UNHCR operations in Moldova. The incumbent will work under the supervision of a professional staff member, receiving general guidance while also having the autonomy to manage their tasks independently. This role involves significant interaction with both internal colleagues and external partners, including national and local authorities, to gather and exchange data. The Data Management Associate will be responsible for overseeing the use and maintenance of databases, ensuring data accuracy, and generating reports that inform management decisions. The position requires a strong technical background in data management, as well as the ability to train UNHCR staff and implementing partners in relevant data management practices. The incumbent will also support various activities related to Cash-Based Interventions (CBI), ensuring that data collection and reporting align with operational standards and procedures.
Duties and Responsibilities: The duties and responsibilities of the Data Management Associate include managing the use, maintenance, and technical support of databases utilized in the operation. This involves planning and overseeing data collection, input, and verification processes, as well as producing standard and ad-hoc reports as required by management. The incumbent will provide training to UNHCR staff and implementing partners on data management aspects, coordinate with GIS colleagues to ensure compatibility of data collection, and ensure the security" style="border-bottom: 1px dotted #007bff !important;">security and backup of database systems. Additional responsibilities include assisting in the development of new applications and databases, maintaining up-to-date client databases, supporting registration activities, and developing tools for data collection and analysis. The Data Management Associate will also be tasked with identifying and managing risks, ensuring decision-making is informed by risk assessments, and performing other related duties as required.
Required Qualifications: Candidates must possess a minimum of 3 years of relevant experience with a High School Diploma, or 2 years of relevant work experience with a Bachelor’s degree or equivalent. Essential qualifications include proficiency in database management and familiarity with UNHCR's programs. Candidates should also have functional skills in database management, training (both virtual and face-to-face), and computer literacy. Knowledge of ArcGIS and other data management tools is desirable, as is experience in the humanitarian sector.
Educational Background: The educational background required for this position includes a High School Diploma as a minimum, with a Bachelor’s degree or higher being preferred. While specific fields of education are not mandated, candidates with certifications in Information Technology or Data Management will have an advantage. Relevant training or coursework in data analysis, database management, and related fields is beneficial.
Experience: The position requires candidates to have at least 3 years of relevant experience in data management or a related field. Experience working with UNHCR or other international public sector organizations is considered an asset. Candidates should demonstrate a strong understanding of operational data management, particularly in the context of humanitarian assistance and cash-based interventions.
Languages: For this position, knowledge of English is mandatory, along with proficiency in the UN working language of the duty station, which is Romanian. Knowledge of Russian is considered an asset, particularly for candidates working in Moldova, where both Romanian and Russian are commonly used. Candidates should have at least a B2 level proficiency in the required languages to effectively communicate and perform their duties.

There is a possibility of extension based on performance and funding availability. The role is full-time and open to both internal and external candidates, provided they meet the necessary qualifications and legal status to work in Moldova. The compensation package includes an annual net salary ranging from MDL 412,196 to MDL 480,896, depending on relevant experience, along with benefits such as annual leave, health insurance, and participation in the United Nations Joint Staff Pension Fund for eligible staff.
