Job Overview:
The Project Manager position is a short-term role based in Luanda, Angola, within the ILO Country Office for Angola and several other countries. The primary responsibility of the Project Manager is to lead the implementation of the ESSAFE project, which aims to expand social security" style="border-bottom: 1px dotted #007bff !important;">security coverage in Angola and support the transition from the informal to the formal economy. The Project Manager will oversee project planning, implementation, monitoring, and reporting, ensuring that all activities align with ILO policies and project objectives. This role requires collaboration with various stakeholders, including government institutions, civil society, and international partners, to enhance social protection systems and promote decent work. The Project Manager will also be responsible for managing project budgets and ensuring compliance with financial regulations.

Duties and Responsibilities:
  • Ensure effective implementation, reporting, evaluation, and closure of the ESSAFE project, adhering to ILO policies and guidelines.
  • Manage project funds and budgets efficiently, ensuring compliance with ILO financial rules.
  • Supervise project staff and consultants, applying results-based management principles.
  • Provide technical leadership in social protection, integrating cross-cutting issues such as gender equality and environmental sustainability.
  • Offer expert policy advice to support the development of inclusive social protection policies.
  • Prepare technical inputs for reports and publications, ensuring alignment with ILO standards.
  • Identify and strengthen partnerships in social protection, advocating for the involvement of employers' and workers' organizations.
  • Contribute to resource mobilization efforts by identifying funding opportunities and preparing project proposals.
  • Support ILO constituents in assessing their needs and provide technical assistance. 1
  • Develop knowledge products and conduct research to inform policy advice on social protection. 1
  • Lead capacity-building initiatives and training activities for stakeholders.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in economics, social policy, law, or related fields. A first-level university degree with additional relevant experience may be accepted. Candidates should have at least seven years of professional experience in project management related to social protection, preferably at the international level. Familiarity with ILO policies and experience working with government officials in labor or social affairs is advantageous. Strong analytical, communication, and leadership skills are essential, along with the ability to work effectively in a multicultural environment.

Educational Background:
An advanced university degree (Master's or equivalent) in a relevant field such as economics, actuarial studies, law, social policy, or administration/management is required. Alternatively, a first-level university degree (Bachelor's or equivalent) with two additional years of relevant experience may be accepted in lieu of an advanced degree.

Experience:
Candidates should have a minimum of seven years of relevant professional experience, including international project management, implementation, and evaluation in the field of social protection. Experience with ILO policies and procedures, as well as collaboration with government ministries, is preferred.

Languages:
Fluency in Portuguese and English is required. A good working knowledge of French is considered an advantage, enhancing communication with diverse stakeholders.

Additional Notes:
This position is a short-term contract lasting nine months, with no expectation of renewal or conversion to a permanent role.
