Job Overview:
The National Programme Officer (Protection Mainstreaming) position is integral to the United States Refugee Admissions Program (USRAP), which operates worldwide to provide resettlement opportunities to thousands of individuals each year. The incumbent will support IOM's protection mainstreaming activities within the USRAP, focusing on improving assistance to beneficiaries, analyzing risks, identifying protection gaps, and developing guidance, tools, and training to address these challenges. The role requires close collaboration with various stakeholders, including beneficiaries, to ensure their voices are prioritized in the program's design and implementation. The officer will also contribute to the development of monitoring and evaluation methodologies to assess the effectiveness of protection mainstreaming activities and trainings, ensuring continuous improvement in programming. Additionally, the position involves providing training and support to IOM staff and partners, as well as serving as a resource for issues related to the prevention of sexual exploitation and abuse (PSEA).

Duties and Responsibilities:
The duties and responsibilities of the National Programme Officer (Protection Mainstreaming) include supporting IOM's protection mainstreaming activities in the USRAP, improving assistance to beneficiaries, analyzing risks, identifying protection gaps, and developing guidance and training materials. The officer will engage with stakeholders to solicit input and feedback, support the development of standards for incorporating stakeholder input, and review existing Complaints and Feedback Mechanisms (CFMs). They will conduct risk analysis exercises to identify protection gaps in operational activities and contribute to the development of guidance and training materials tailored for IOM personnel. The officer will also work with the USRAP Global Coordination Office to develop monitoring and evaluation methodologies, provide training to IOM staff and partners, and serve as the PSEA Focal Point for the Global Office in Washington DC. Additional responsibilities include participating in internal and external forums, writing reports and presentations, and ensuring compliance with IOM's Standards of Conduct.

Required Qualifications:
Candidates must possess a Master's degree in Social Science, International Relations, Regional Studies, or a related field from an accredited academic institution, along with two years of relevant professional experience. Alternatively, a Bachelor's degree in the same fields with four years of relevant professional experience is acceptable. Experience working on protection mainstreaming issues in relation to programming in resettlement and complementary pathways, migration, or international organization contexts is essential. A strong background in migration issues, experience developing guidance and training, and experience in the USRAP are highly preferred. Knowledge of current refugee protection issues and experience speaking publicly on protection mainstreaming topics are advantageous.

Educational Background:
The educational background required for this position includes a Master's degree in Social Science, International Relations, Regional Studies, or a related field from an accredited institution. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates with a Bachelor's degree in the same fields are also eligible if they have four years of relevant professional experience.

Experience:
The position requires candidates to have experience working on protection mainstreaming issues, particularly in the context of resettlement and migration programs. A strong background in migration, preferably in an international context, is essential. Candidates should have experience in developing guidance and training materials, as well as delivering training sessions. Experience in the US Refugee Admissions Program (USRAP) and direct interaction with beneficiaries is highly preferred. Knowledge of current issues related to refugee protection and assistance is an advantage, as is experience in public speaking on protection mainstreaming topics.

Languages:
Fluency in English is required for this position, both oral and written. All IOM staff members must be fluent in one of the IOM's official languages, and for this role, proficiency in another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. The proficiency of required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The contract for this position is a One Year Fixed Term, with an initial duration of 12 months. The position is classified at the NO-B grade level, with a monthly salary of USD 12,309.8
