Job Overview: The Economic Affairs Officer will be responsible for conducting economic or sector analysis related to international tax cooperation. This includes developing databases and technical analyses on various topics such as digital business models and tax disputes. The officer will draft inputs for technical papers and analytical studies, contributing to the committee's work on international tax cooperation instruments. The role requires attending international, regional, and national meetings to gather information and engage with colleagues from other institutions. The officer will also assist in organizing expert group meetings and prepare speeches and presentations for senior staff. This position demands a strong understanding of economic theories and the ability to conduct independent research, ensuring that the officer can effectively contribute to the organization's goals in international tax cooperation.
Duties and Responsibilities: The Economic Affairs Officer will undertake a variety of responsibilities, including:
Developing databases and conducting technical analyses on topics related to international tax cooperation.
Drafting inputs for technical papers and analytical studies on country experiences with international tax cooperation instruments.
Contributing to the drafting of treaty provisions and technical papers as needed.
Identifying and analyzing policy proposals related to international tax cooperation, including digital services taxation and data protection requirements.
Attending international, regional, and national meetings to collect information and engage in discussions.
Assisting in the organization and servicing of expert group meetings and seminars on international tax cooperation issues.
Preparing speeches and other inputs for presentations by senior staff.
Supporting the conduct of intergovernmental meetings and assisting with the preparation of documentation and summary reports.
Performing various administrative tasks necessary for the delivery of the work unit's services. 1
Undertaking training activities to enhance skills and knowledge.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or Doctorate) in taxation, economics, law, development, or related fields. Alternatively, a first-level degree (Bachelor’s) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced degree. The position requires a strong foundation in economic theories and concepts, particularly in relation to international tax cooperation.
Educational Background: An advanced university degree (Master’s or Doctorate) in taxation, economics, law, development, or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. This educational background is essential for understanding the complexities of international tax cooperation and economic analysis.
Experience: A minimum of five years of progressively responsible experience in tax policy and administration, economic research and analysis, and policy formulation is required. Candidates should have experience in international tax cooperation, particularly in dispute prevention and resolution. Experience with current international tax policy challenges specific to developing countries is desirable, as is experience working in a multilateral context, especially in negotiating legal instruments.
Languages: English is required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is also a working language of the United Nations Secretariat, and proficiency in French is considered an asset. Candidates should be able to communicate effectively in both languages, although English is the primary requirement for this role.
