Job Overview:
The Tanggol Kababaihan Consortium is seeking an experienced Consultant or Firm to conduct a Midterm Participatory Evaluation of the Tanggol Kababaihan Action, which is a three-year initiative funded by the European Union. This evaluation is crucial as it will assess the progress of the initiative against its Logical Framework and Monitoring, Evaluation, Accountability, and Learning (MEAL) Framework. The evaluation will focus on the effectiveness of implementation strategies, the relevance of the action, and the identification of key enabling and constraining factors during the initial phase of implementation. The Consultant/Firm will also conduct a second Partnership Review with consortium partners to evaluate the dynamics of collaboration and communication, ensuring that the project objectives are met effectively. The evaluation will involve structured reflection among stakeholders to validate findings and capture lessons learned, ultimately informing the refinement of implementation strategies for the remaining project period.

Duties and Responsibilities:
The Consultant/Firm will be responsible for several key tasks throughout the evaluation process. These include reviewing all relevant action documents to understand the project's scope and objectives, conducting inception meetings with the Tanggol Kababaihan Consortium to validate the evaluation methodology and deliverables, and developing an Inception Report that outlines the evaluation approach. The Consultant/Firm will also design and administer qualitative and quantitative data collection tools, engage with stakeholders through participatory data collection activities, and analyze the action's progress against planned outputs and outcomes. Furthermore, the Consultant/Firm will facilitate a validation and learning workshop to present preliminary findings and incorporate feedback into the final evaluation report. The final deliverables will include a comprehensive Midterm Participatory Evaluation Report that presents evidence-based findings, conclusions, and actionable recommendations.

Required Qualifications:
The position requires a Bachelor’s degree, preferably a Master’s degree, in social sciences, Development Studies, Peace and Conflict Studies, Gender Studies, or a related field. Candidates must have a minimum of 5 years of experience in leading assessments for development or peacebuilding programs, demonstrating expertise in gender-sensitive research and participatory methodologies. Familiarity with the Philippine National Action Plan on Women, Peace, and security" style="border-bottom: 1px dotted #007bff !important;">Security (NAPWPS) and local governance structures is essential. The ability to produce high-quality analytical reports and strong coordination and facilitation skills with multi-stakeholder groups are also required. Willingness to travel to project areas is necessary.

Educational Background:
Candidates should possess at least a Bachelor’s degree in relevant fields such as social sciences, Development Studies, Peace and Conflict Studies, or Gender Studies. A Master’s degree is preferred, indicating a higher level of expertise and understanding of the complexities involved in the evaluation process.

Experience:
The ideal candidate should have a minimum of 5 years of relevant experience in conducting baseline, midline, or endline assessments for development or peacebuilding programs. This experience should include a demonstrated ability to engage with diverse stakeholders and apply gender-sensitive research methodologies effectively.

Languages:
