Job Overview: The UNEP ExCom Partnership Consultant will play a vital role in supporting the Executive Committee (ExCom) project review activities, promoting the UNEP-AREA Training Manual registration process, analyzing data related to Article 5 countries, and providing operational support to the International Network of Women in Cooling (INWIC) Secretariat. The consultant will work closely with the Programme Management Officer and the Head of OzonAction to ensure that Multilateral Fund project submissions and reports are reviewed in a timely manner and comply with relevant policies and guidelines. The position requires a strong understanding of the Montreal Protocol and the ability to analyze compliance risks and trends among Article 5 countries. The consultant will also be responsible for developing outreach materials and conducting data-driven analyses to support compliance assistance and capacity-building activities.
Duties and Responsibilities: The consultant will undertake several key tasks, including:
Supporting ExCom related work of OzonAction by reviewing ODS disposal project reports, verification reports associated with HCFC Phase-out Management Plans (HPMPs) and Kigali Implementation Plans (KIPs), and Institutional Strengthening project proposals. The consultant will provide technical comments and recommendations to improve submission quality.
Managing, promoting, and reporting on the UNEP-AREA Training Manual by processing applications from training institutions, maintaining an updated database, developing outreach materials, and preparing analytical reports on program participation.
Conducting data analysis of Article 5 country data to identify compliance risks, reviewing HCFC and HFC consumption data, and preparing analytical reports for OzonAction management.
Providing Secretariat support for INWIC activities, including coordinating governance activities, preparing meeting documentation, and organizing meetings of the INWIC Board and Working Groups. The consultant will also contribute to the preparation of communication products and maintain official records related to Secretariat-supported activities.
Required Qualifications: Candidates must possess at least a Master’s degree in science, environment, engineering, law, business, or public policy. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A minimum of five years of relevant professional experience is required, along with proven knowledge of the Montreal Protocol and Ozone Layer protection programs. Experience with international initiatives and public awareness campaigns, as well as gender equality and women’s empowerment initiatives, is desirable.
Educational Background: The educational background required for this position includes a Master’s degree in a relevant field such as science, environment, engineering, law, business, or public policy. Candidates with a first-level university degree and additional qualifying experience may also be considered. This educational foundation is essential for understanding the complexities of environmental governance and the specific requirements of the Montreal Protocol.
Experience: The position requires at least five years of relevant professional experience. Candidates should have a strong background in environmental law, governance, and compliance, particularly in relation to the Montreal Protocol. Experience in managing international projects, conducting data analysis, and engaging with stakeholders in the environmental sector is highly valued. Familiarity with gender equality initiatives and public awareness campaigns will be considered an asset.
Languages: Fluency in oral and written English is mandatory for this position. Knowledge of French and Spanish is desirable, as it will enhance communication with a broader range of stakeholders and facilitate engagement in international contexts.
