Job Overview:
The Technical Advisor II - Service Delivery will play a crucial role in providing technical advice and guidance to strengthen design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation, particularly in enhancing community and facility-based health networks that deliver integrated services for HIV, TB, malaria, maternal and child health (MCH), and nutrition. This position is integral to ensuring that the services provided align with CRS program quality principles, donor guidelines, and industry best practices. The advisor will work closely with the Nigeria FCI team and implementing partners to ensure the delivery of quality, integrated health services across various facilities and community posts. The role will focus on improving service quality, integration, and operational readiness, ultimately contributing to better access and continuity of care while supporting the transition to local ownership and sustainability of health services.

Duties and Responsibilities:
The Technical Advisor II will lead the development and application of strategies, standards, tools, and best practices related to integrated health service delivery, ensuring consistency with national policies and donor requirements. Responsibilities include providing technical assistance to implementing partners and government counterparts to strengthen their capacity for planning, implementing, and monitoring integrated service delivery models. The advisor will accompany facilities and local government health structures to enhance the quality of care, respectful care practices, infection prevention, referral systems, and continuity of services. Additionally, the advisor will ensure alignment of faith-based and community-supported facilities with Ministry of Health standards and guidelines, advise project teams on integrating donor and government priorities into CRS approaches, and strengthen the capacity of community partners through training and mentoring. The role also involves contributing to knowledge management by analyzing program data, documenting lessons learned, and coordinating with monitoring and evaluation colleagues to support data use and transition planning.

Required Qualifications:
Candidates must possess a Master’s Degree in public health, medicine, nursing, health systems, or related fields. A minimum of 8 years of relevant professional experience with progressive responsibility in advisory or technical roles related to health service delivery is required. Experience in providing technical assistance and supporting service delivery in low-resource settings is essential. Candidates should demonstrate a strong understanding of health service delivery principles and quality improvement, along with proficiency in Microsoft Office applications and information management systems. Strong relationship management, analytical, and problem-solving skills are also necessary, along with excellent written and oral communication abilities.

Educational Background:
The position requires a Master’s Degree in public health, medicine, nursing, health systems, or a related field. This educational background is essential to ensure that the candidate has the necessary knowledge and skills to effectively contribute to health service delivery and program implementation.

Experience:
The ideal candidate should have a minimum of 8 years of relevant professional experience, with a focus on advisory or technical roles related to health service delivery. This experience should include providing technical assistance and supporting facility- or district-level service delivery in low-resource settings, demonstrating a progressive responsibility in previous roles.

Languages:
Proficiency in English is mandatory, and candidates should also be fluent in the official language of Nigeria. This language proficiency is crucial for effective communication and collaboration with local partners and stakeholders.

Additional Notes:
The position does not include supervisory responsibilities and requires the candidate to be willing to travel up to 25%.
