Job Overview:
The Monitoring and Evaluation (M&E) Officer will play a crucial role in the TRIANGLE Partnerships for Fair and Effective Labour Migration in ASEAN program, which is a five-year initiative funded by the Australian Department of Foreign Affairs and Trade (DFAT) and the Swiss Agency for Development and Cooperation (SDC). This program aims to enhance the access of ASEAN migrant workers to skills development and protection while improving the effectiveness of regular labor pathways. The M&E Officer will be responsible for developing and implementing the M&E plan for the program, contributing to knowledge management, and ensuring that lessons learned and best practices are documented. The role requires collaboration with various stakeholders, including the Chief Technical Adviser and other program staff, to ensure that the M&E activities align with the overall objectives of the program. The M&E Officer will also be involved in producing analytical reports, supporting program evaluations, and providing technical guidance on M&E methodologies.

Duties and Responsibilities:
  • Provide technical input into the implementation of the M&E plan and the program theory of change, focusing on performance indicators and risk management.
  • Manage and update the M&E database, monitoring progress toward targets and managing the program risk matrix.
  • Review and analyze data from program partners, particularly from Migrant Worker Resource Centres (MRCs).
  • Develop a knowledge management strategy linked to the M&E plan, capturing qualitative outputs and providing advice on program performance improvements.
  • Train program teams and partners on M&E frameworks and methodologies to strengthen local M&E capacities.
  • Collate data to measure achievements against performance indicators and produce communication materials to report results.
  • Produce analytical reports with findings and recommendations based on the M&E plan.
  • Support program progress reporting, mid-term reviews, and final evaluations.

  • Liaise with ILO technical experts to support reporting against Decent Work Country Programme Targets and SDGs. 1
  • Carry out additional duties as required for the successful delivery of TRIANGLE Partnerships.

Required Qualifications:
Candidates must possess a university degree in economics, statistics, management, social science, or a related field. Specialization or formal training in planning, design, data collection, monitoring and evaluation methodologies, and program cycle management is advantageous. Candidates should have a strong understanding of M&E principles and practices, particularly in the context of international development projects.

Educational Background:
A university degree in a relevant field such as economics, statistics, management, or social science is required. Additional training or specialization in monitoring and evaluation methodologies and program management is preferred, as it enhances the candidate's ability to effectively contribute to the program's objectives.

Experience:
A minimum of three years of professional experience in a senior M&E position is required. Candidates should have a proven track record in designing, implementing, and managing M&E systems for international development projects. Experience in developing reporting tools, conducting data quality assessments, and providing training to M&E field officers is essential. The ability to facilitate evaluations and serve as a liaison for externally-managed evaluations is also important.

Languages:
Excellent written and spoken command of English is mandatory for this position. Proficiency in additional languages relevant to the ASEAN region may be considered an asset, enhancing communication with diverse stakeholders.

The position is a fixed-term contract for one year, starting from October 1, 2026, with the possibility of renewal based on performance and funding availability.
