Job Overview: The MEAL Officer plays a crucial role in the Monitoring, Evaluation, Accountability, and Learning (MEAL) framework of Relief International. This position is responsible for planning, coordinating, and implementing MEAL activities that ensure high-quality data collection, analysis, and reporting. The MEAL Officer will support project quality through field monitoring and data quality assurance, while also providing technical guidance to the MEAL Assistant and program teams. The role requires maintaining accurate project data, preparing monitoring reports, and ensuring compliance with RI's data quality and accountability standards. The MEAL Officer will also engage in continuous learning and improvement processes, contributing to evidence-based decision-making within the organization.
Duties and Responsibilities: The MEAL Officer's duties encompass a wide range of responsibilities, including but not limited to:
Supporting the development and implementation of MEAL tools and methodologies, ensuring they are tailored to project needs.
Configuring and testing electronic data collection tools, ensuring they meet project requirements.
Developing sampling plans for monitoring exercises and assessments, ensuring representative data collection.
Educational Background: A bachelor's degree in a relevant field such as social sciences, statistics, public health, or international development is required for the MEAL Officer position. Advanced degrees or certifications in monitoring and evaluation, data analysis, or related fields are preferred and may enhance a candidate's qualifications.
Experience: The ideal candidate should have a minimum of 3-5 years of experience in monitoring and evaluation, preferably within a humanitarian or development context. Experience in data collection, analysis, and reporting, as well as familiarity with MEAL frameworks and tools, is essential. Previous experience working in Lebanon or similar contexts is highly desirable, as it provides valuable insights into local challenges and community dynamics.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within the organization. Proficiency in Arabic is highly desirable, given the local context and the need to engage with community members and stakeholders effectively. Knowledge of additional languages may be considered an asset.
Additional Notes: This position is a national post based in Beirut, Lebanon. The MEAL Officer role is expected to be full-time, with a focus on field coordination and data management.
