Job Overview:
The Budget and Programming Officer position at WFP is crucial for delivering budget and resource analysis and programming activities. This role involves supporting the implementation of plans and policies by coordinating budget and programming activities in compliance with WFP strategies. The officer will review budgets for accuracy and completeness, support funding proposals, and analyze closure activities. The position requires a proactive approach to resource management, ensuring that WFP can effectively deliver on its strategic objectives and zero hunger goals. The officer will work with minimal supervision, providing analysis and advice on resource planning and management issues, and will be involved in various aspects of budget planning, pipeline management, and reporting.

Duties and Responsibilities:
The duties and responsibilities of the Budget and Programming Officer include:
  • Contributing to the implementation of plans and policies by setting clear goals and coordinating budget and programming activities.
  • Reviewing budgets for accuracy and completeness, providing feedback to stakeholders.
  • Supporting the preparation of funding proposals and analyzing closure activities.
  • Reviewing and analyzing commodity pipeline requirements and coordinating with stakeholders.
  • Advising spending units on the programming and utilization of funds, monitoring fund sub allotments, and preparing reports for donors.
  • Supervising and guiding a small team, providing training and support.
  • Implementing improvements in systems and processes for better budget management.
  • Representing the unit in internal meetings and contributing to emergency preparedness practices.

Required Qualifications:
Candidates must possess an advanced university degree in Business Administration, Statistics, Finance, Economics, or a related field. Additional professional training in project management, statistical analysis, or operational planning is desirable. Candidates should have experience in analytics, budget management, and operational reporting, demonstrating a thorough understanding of financial systems and operational planning processes. The ability to coach and mentor a team is also essential.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as Business Administration, Statistics, Finance, or Economics. Additional professional training in project management or operational planning is considered an asset, enhancing the candidate's qualifications for the role.

Experience:
Candidates should have at least 7 years of post-graduate experience, including a minimum of 3 years in Budget and Programming, humanitarian or development program management, and capacity building. This experience should demonstrate the ability to manage operational budgets and perform analytics of medium complexity.

Languages:
Fluency in English (level C) is mandatory for international professionals. An intermediate knowledge (level B) of a second official UN language such as Arabic, Chinese, French, Russian, Spanish, or Portuguese is desirable. For national professionals, fluency in English and the local language is required if different from English.
