Job Overview: The Assistant Secretary will work under the general supervision of the Director of the Secretariat of the Policy-Making Organs (SEC-PMO). The primary function of this role is to assist in the smooth conduct of the work of the Policy-Making Organs, including the General Conference and the Board of Governors. This position requires maintaining continuous communication with various parts of the Secretariat and delegations of Member States to facilitate effective communication between the governing bodies and the Secretariat. The Assistant Secretary will be involved in research, preparation of preliminary drafts of documents, and correspondence, ensuring that all materials are finalized appropriately. The role also entails analyzing issues from a broad perspective, considering the competing interests of Member States while focusing on the details necessary for effective governance.
Duties and Responsibilities: The Assistant Secretary will hold initial discussions with Member States to assess their standpoints and requirements. They will develop and streamline communication approaches between IAEA stakeholders and area groups of Member States. Responsibilities include coordinating the preparation and issuance of agendas for Board and Committee meetings, studying relevant resolutions and decisions, and liaising with all Departments of the Secretariat. The Assistant Secretary will prepare forecasts of agenda items, solicit comments from Departments, and prepare annotated provisional agendas. They will maintain communication with delegations of Member States to clarify and advocate Secretariat positions, assist in consultations conducted by the Chair of the Board of Governors, and prepare summaries for the Secretariat and Chair. Additionally, the Assistant Secretary will conduct research into past practices, maintain liaison with Permanent Missions, prepare background papers, and represent the Director of SEC-PMO in plenary sessions as needed. They will also organize the Speakers' List for the General Conference and assist Diplomatic Missions with inquiries related to the functioning of the PMO.
Required Qualifications: Candidates must possess a Master's Degree in Public Administration, Political Science, or International Relations. Alternatively, a Bachelor's Degree in these fields combined with at least two years of additional relevant experience may be considered in lieu of an advanced degree. A minimum of seven years of progressively responsible professional experience is required, preferably in diplomacy, multilateral negotiations, and external relations within a multilateral environment. Excellent oral and written command of English is mandatory, and knowledge of other official IAEA languages such as Arabic, Chinese, French, Russian, and Spanish is considered an asset.
Educational Background: The educational background required for this position includes a Master's Degree in a relevant field such as Public Administration, Political Science, or International Relations. Candidates with a Bachelor's Degree in these areas may also be considered if they have additional relevant experience. This educational foundation is essential for understanding the complexities of international relations and the workings of multilateral organizations.
Experience: The position requires a minimum of seven years of progressively responsible experience in relevant professional fields. This experience should ideally include work in diplomacy, multilateral negotiations, and external relations, particularly within a multilateral context. Candidates should demonstrate a strong understanding of the dynamics of international governance and the ability to navigate complex political landscapes.
Languages: Proficiency in English is mandatory for this position, as it is the primary working language of the IAEA. Knowledge of additional official IAEA languages, including Arabic, Chinese, French, Russian, and Spanish, is advantageous and may enhance a candidate's suitability for the role.
Additional Notes: The IAEA offers an attractive remuneration package, including a tax-free annual net base salary starting at US $86,027, subject to mandatory deductions for pension contributions and health insurance.
