The Middle East Regional Team plays a crucial role in supporting country programming, project appraisal, and strategic engagement with various stakeholders in the region.
Job Overview: The Interim Climate Investment Analyst will play a vital role in maintaining continuity within the Middle East regional programme during the recruitment of a permanent analyst. This position is designed to provide operational, analytical, and coordination support across the climate investment cycle. The consultant will be responsible for facilitating a smooth transition to the incoming Climate Investment Analyst, ensuring that country engagement, investment processing, and portfolio management activities continue without disruption. The role requires a proactive approach to support ongoing country engagement and pipeline development activities, as well as assisting in the review and preparation of investment documents and analytical materials.
Duties and Responsibilities: The consultant will have a comprehensive set of responsibilities, including:
Investment Operations and Portfolio Support: Supporting ongoing country engagement and pipeline development activities, reviewing Concept Notes, Funding Proposals, and other investment documents, preparing analytical summaries and technical assessments, coordinating comments from technical divisions during appraisal processes, maintaining project information in internal systems, and supporting portfolio monitoring and reporting activities.
Project Cycle Support: Assisting with the review processes for Concept Notes and Funding Proposals, conducting PROM assessments, preparing internal briefing materials, supporting disbursement requests, and maintaining project documentation.
Transition and Knowledge Transfer: Documenting the status of active country engagements, preparing handover notes, supporting onboarding of the incoming staff member, and providing overlap support during the transition period to ensure continuity of operations. Deliverables include continuous operational support, timely analytical reviews, updated tracking of regional activities, documentation of ongoing workstreams, and a final consultancy report summarizing activities and recommendations.
Required Qualifications: Candidates must possess a Master’s degree in finance, economics, climate finance, environmental management, development, public policy, or a related discipline. A bachelor's degree with additional relevant experience may also be considered. The position requires a minimum of three years of relevant professional experience in climate finance, development finance, project finance, investment analysis, or portfolio management. Familiarity with GCF processes and prior experience in international organizations will be advantageous. Strong analytical, organizational, and coordination skills are essential, along with excellent written and verbal communication abilities.
Educational Background: The educational background required for this position includes a Master’s degree in a relevant field such as finance, economics, climate finance, environmental management, development, or public policy. Candidates with a bachelor's degree may be considered if they have additional relevant experience that compensates for the lack of a master's degree.
Experience: The role requires a minimum of three years of relevant professional experience in areas such as climate finance, development finance, project finance, investment analysis, or portfolio management. Experience with GCF or similar international organizations is highly valued, as is demonstrated familiarity with investment appraisal and climate finance operations within international financial institutions or multilateral development banks.
Languages: Fluency in English is mandatory for this position. While English proficiency is essential, familiarity with additional languages may be considered beneficial, particularly in enhancing communication with diverse stakeholders across the Middle East region.
