Job Overview: The position of Contrôleur.se de gestion opérationnelle is situated within the Administrative and Financial Department of Solidarités International. The individual in this role will work under the supervision of the Head of Management Control and will provide support, reinforcement, or substitution for the Finance teams at headquarters and country offices, focusing primarily on identified risk areas. This position offers a transversal view of SI's international operations and presents a unique opportunity to engage with issues related to management control, support field teams, and enhance financial practices in a demanding humanitarian environment. The role is crucial for ensuring effective financial oversight and operational support across various country offices, contributing to the overall mission of the organization.
Duties and Responsibilities: The responsibilities associated with this position are primarily organized around three main axes: 1) Support for management control of country offices, where the individual will assist or substitute for Desk management controllers attached to the Operations Department. This includes participating in financial and administrative management of country offices, such as accounting closures and strategic programming exercises. The individual will also contribute to financial management of grants and participate in audits conducted at headquarters. 2) Support for field finance teams, where the Contrôleur.se de gestion opérationnelle will assist Finance Coordinators in country offices on prioritized issues. This may involve supporting budget preparation and financial reporting, developing team skills through training and support, and contributing to HR management by technically validating candidates. 3) Management of Finance and Finance/HR OSS, where the individual will supervise the Finance OSS and Finance/HR OSS, contributing to their assignment and support.
Required Qualifications: Candidates must possess a higher education degree in finance, management control, or administrative management. Significant experience in international NGOs in a financial coordination role in the field or equivalent is required. Mastery of accounting and management procedures is essential, along with a good understanding of major institutional donors such as ECHO, EU, BHA, FCDO, and UNICEF. Excellent proficiency in Excel is mandatory, and fluency in English is required. Familiarity with the SAGA accounting software is a plus. Candidates should demonstrate rigor, analytical skills, the ability to work independently, excellent interpersonal skills, and the capacity to manage multiple priorities simultaneously.
Educational Background: A higher education degree in finance, management control, or administrative management is required for this position. This educational background is crucial for understanding the complexities of financial management within an international humanitarian context.
Experience: Candidates should have significant experience in international NGOs, specifically in a financial coordination role in the field or an equivalent position. Additional Notes: The position is based at the headquarters of Solidarités International in Clichy la Garenne, with potential travel to SI's intervention countries. The contract is a fixed-term replacement contract, with a gross monthly salary ranging from €3,502 to €3,647, depending on the current salary scale at headquarters. There is a possibility of remote work for 4 to 12 days per month or 100% in metropolitan France, in accordance with the existing telework charter and the hierarchical supervisor's agreement (3 consecutive days in person are mandatory each month). Employees are entitled to 2.0833 days of paid leave per month and 1 day of RTT for each full month of work. The organization covers 80% of health insurance, 60% of meal vouchers, and 50% of transportation costs in Île de France. Insurance is provided for field travel, and employees receive 1 recovery day for each weekend spent on field visits.
