Job Overview:
The Technical Advisor for Evidence-Based Public Health Messaging and Community Engagement (EMCE) will play a crucial role in the Meeting Targets and Maintaining Epidemic Control (EpiC) project, particularly within the context of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). This position entails providing project-wide technical leadership for EMCE, ensuring that all activities are evidence-based and operationally relevant. The advisor will oversee the design, implementation, and quality assurance of EMCE activities across all EpiC Philippines GHS components and geographies. This includes supporting the Department of Health (DOH) and local partners in building effective emergency communication systems that are integrated with surveillance, laboratory, and emergency management functions. Additionally, the advisor will coordinate the planning and monitoring of the EpiC Philippines’ GHS portfolio in BARMM, ensuring that interventions are coherent and aligned with national standards and priorities. The role requires regular travel to BARMM and other project sites, emphasizing the importance of field implementation and integration of various technical areas.

Duties and Responsibilities:
The Technical Advisor will be responsible for a wide range of duties, including but not limited to: providing overall technical leadership for EMCE across the EpiC Philippines’ GHS workplan; leading the design and rollout of EMCE strategies and tools; providing technical assistance to national agencies to institutionalize EMCE within emergency response workflows; overseeing the localization of EMCE approaches in strategic geographies; promoting innovative approaches for outbreak management; coordinating with various technical teams to ensure alignment of EMCE content with epidemiological data; serving as the cluster lead for EpiC Philippines GHS implementation in BARMM; facilitating cluster-level work planning and budgeting; documenting lessons learned from BARMM implementation; and supporting risk management and operational troubleshooting. The advisor will also contribute to annual workplan development, produce technical briefs and reports, represent EpiC Philippines in relevant working groups, and mentor project staff and partners.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Epidemiology, Medicine, Public Health, Communication, Development, or a related field, with a Master’s degree preferred. They should have at least 9 years of progressively responsible experience in public health, development, communication, health emergency management, and project management. Previous experience working with BARMM is preferred, and candidates should demonstrate strong leadership, coordination, and communication skills, as well as the ability to work effectively in a multicultural environment.

Educational Background:
The position requires a Bachelor’s degree in a relevant field such as Epidemiology, Medicine, Public Health, Communication, or Development. A Master’s degree is preferred, indicating a higher level of expertise and understanding of complex public health issues and communication strategies.

Experience:
The ideal candidate should have a minimum of 9 years of relevant experience, which may include both national and international roles in public health and project management. This experience should encompass work in health emergencies, communication strategies, and development initiatives, with a strong preference for candidates who have previously worked in the BARMM region.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within the organization and for reporting purposes. Knowledge of local languages spoken in BARMM would be advantageous, as it would facilitate better communication and engagement with local communities.

Additional Notes:
This position is based in Manila, with regular travel to BARMM and other project sites, requiring the ability to travel domestically at least 25% of the time. The expected hiring salary range for this role is PHP 1,700,000 - 2,200,000 annually, with salary offers determined by various factors including relevant experience and education.
