Job Overview: The Integrity Specialist position is situated within the Investigations Division of the Office of Anticorruption and Integrity at ADB. The role involves being part of an external investigation team that focuses on delivering high-quality investigative outcomes related to integrity violations in ADB operations. The Integrity Specialist will manage a team hub responsible for overseeing a portfolio of integrity-related cases, ensuring that investigations are conducted in accordance with ADB's Investigation and Enforcement Framework and international best practices. The position requires a proactive approach to managing investigations, preparing comprehensive reports, and providing strategic advice to ADB management and stakeholders on integrity risks and enforcement options.
Duties and Responsibilities: The Integrity Specialist will lead and conduct investigations into alleged integrity violations, which includes planning investigative strategies, gathering evidence, conducting interviews, and preparing findings and reports. The role also involves managing the external investigation team hub by setting priorities, allocating cases, and ensuring high-quality outputs. The Specialist will review and enhance investigation policies and procedures, provide integrity risk advice, and support capacity development initiatives. Additionally, the position requires engagement in outreach and training activities to promote awareness and cooperation among stakeholders, as well as providing strategic input for the continuous improvement of ADB's investigation function.
Required Qualifications: Candidates must possess a university degree in law, business administration, finance, project management, or a related field, preferably at the post-graduate level. A minimum of 6 years of professional experience is required, with substantial experience in investigating fraud, corruption, and integrity-related matters in an international context. The ideal candidate should have experience leading complex investigations and supervising others, along with strong investigative, analytical, judgment, and report-writing skills. Knowledge of administrative investigation principles, including due process and accountability, is essential, as well as excellent written and verbal communication skills in English.
