Job Overview:
The Programme Associate position at UN Women involves providing support to the Programme Team in the development and implementation of effective programmes that align with UN Women’s rules and regulations. The role includes contributing to research, financial management, and programme implementation, as well as providing operational, administrative, and programmatic support. The Programme Associate will work closely with various teams within the Regional Office, Country Offices, and UN Women Headquarters to resolve complex finance-related issues and facilitate the exchange of information. The position is integral to the successful execution of the 'PROTECT' project, which aims to address the vulnerabilities of women migrant workers in ASEAN countries, particularly in Cambodia and Thailand. The Programme Associate will play a key role in ensuring that the project meets its objectives and adheres to the standards set by UN Women.

Duties and Responsibilities:
The Programme Associate will be responsible for a variety of tasks, including:
  • Providing administrative and logistical support for programme formulation and management, including preparing work plans, budgets, and proposals; offering technical guidance to Country Offices and executing agencies; preparing information for audits; and compiling data for documents and reports.
  • Supporting financial management by creating projects in the Quantum system, preparing budget revisions, monitoring budget preparation, reviewing financial reports, processing payments, and maintaining internal expenditure control systems.
  • Assisting with administrative support for the Programme Unit, which includes organizing meetings, workshops, and events; making travel arrangements; preparing public information materials; and providing guidance to Programme Assistants.
  • Supporting resource mobilization efforts by preparing agreements, following up on contributions, and compiling information from various stakeholders.
  • Facilitating knowledge building and sharing by synthesizing lessons learned and organizing training for office personnel and partners.
  • Performing other duties as necessary for the efficient functioning of the office and organization.

Required Qualifications:
The position requires a completion of secondary education as a minimum, with a Bachelor’s degree in business or public administration being desirable. Candidates should possess strong administrative skills and the ability to execute administrative processes and transactions effectively. A good knowledge of programme management is essential, along with the ability to create, edit, and present information in clear formats. Strong financial and budgeting skills are necessary, as well as proficiency in IT skills and the ability to manage data and documents efficiently.

Educational Background:
Candidates must have completed secondary education, while a Bachelor’s degree in business or public administration is preferred. This educational background is crucial for understanding the administrative and programmatic aspects of the role and for effectively contributing to the Programme Team's objectives.

Experience:
Candidates should have at least 6 years of progressively responsible experience in administration or programme management/support if they have only completed secondary education. If they hold a Bachelor’s degree, a minimum of 3 years of relevant experience is required. Experience in a computer environment using multiple office software packages is essential, as is experience in supporting a team. Familiarity with a modern web-based ERP System, preferably Oracle Cloud, is desirable.

Languages:
Fluency in English and Thai is required for this position. Additionally, knowledge of another official UN language (such as French, Arabic, Chinese, Russian, or Spanish) is considered desirable, as it may enhance communication and collaboration within the international context of UN Women’s work.

The position does not have supervisory responsibilities and is focused on providing support within the Programme Unit.
