Job Overview: The Partnerships Officer (Private Sector Engagement) will play a crucial role in supporting WFP's engagement with the private sector, public sector, and other external stakeholders. This position is designed to mobilize resources, policy support, technical expertise, and innovative solutions that align with the implementation of WFP's Country Strategic Plan (CSP). The officer will work closely with the Partnerships, Communications, and Reports (PCR) Unit, providing technical and operational support in private sector engagement, resource mobilization, and partnership development initiatives. The role requires a proactive approach to identifying and developing strategic partnerships that go beyond traditional funding models, exploring collaborations in areas such as innovation, logistics, technology, and financial inclusion. The consultant will be expected to operate in a dynamic environment that intersects humanitarian action, sustainable development, and cross-sector collaboration, positioning WFP as a trusted partner for businesses aiming to contribute to meaningful and scalable impact in the Philippines.
Duties and Responsibilities: The Partnerships Officer will be responsible for managing the private sector partnership portfolio, which includes tasks such as partner profiling, market research, donor intelligence gathering, database maintenance, outreach planning, proposal development, reporting, and partner communications. The officer will conduct outreach activities to identify and engage prospective private sector partners, preparing engagement materials and providing recommendations for management consideration. Additionally, the officer will analyze partnership opportunities, emerging trends, and stakeholder engagement strategies to support decision-making by the Partnerships team and senior management. The role also involves preparing well-researched partnership proposals, strategic agreements, presentations, and briefing documents for the director" style="border-bottom: 1px dotted #007bff !important;">Country Director’s meetings, ensuring quality control of content by collaborating with relevant WFP functional units. The officer will scan the external CSR environment for opportunities and risks, manage inquiries from potential partners, and coordinate with technical colleagues to prepare quality proposals and briefing materials. Furthermore, the officer will support the design and implementation of partner engagement and visibility activities, contributing to general resource mobilization efforts.
Required Qualifications: Candidates must possess at least three years of relevant postgraduate professional experience in partnerships, resource mobilization, private sector engagement, public affairs, or development cooperation. They should have demonstrated experience engaging with government, private sector, and multilateral/bilateral partners, preferably in Asia. A strong understanding of partnership development, stakeholder engagement, and resource mobilization strategies is essential. Candidates must also exhibit proven ability to identify and develop partnership opportunities, support fundraising initiatives, and manage external relationships effectively. Excellent written and verbal communication skills are required, along with proficiency in using digital tools and data to support partnership development and reporting. Knowledge of UN systems and processes is desirable, as well as strong interpersonal skills to work effectively in a diverse and inclusive environment.
Educational Background: The ideal candidate should have an advanced university degree in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications, or another relevant field. Alternatively, a first university degree with additional years of relevant professional experience and/or specialized training may be considered sufficient.
Experience: Candidates should have a minimum of three years of relevant professional experience with an advanced university degree, or five years with a first university degree. Experience in partnership development, private sector engagement, resource mobilization, stakeholder engagement, communications, or related fields is essential. Familiarity with the Philippine private sector and CSR landscape is desirable.
Languages: Fluency in English, both oral and written, is required. Candidates should possess excellent communication, presentation, and drafting skills to effectively engage with diverse audiences.
Additional Notes: This position is a consultancy role with a duration of 110 working days over a period of 11 months. It is open to foreign nationals only, with a preference for candidates currently based in the Philippines. The role is full-time and involves working closely with various stakeholders to achieve WFP's objectives.
