Job Overview:
The Budget Support Associate position is crucial for maintaining and validating budget data within the IOM's financial systems, specifically PRIMA and WAVE. This role involves supporting the monitoring of budgetary controls and ensuring compliance with IOM's financial rules and procedures. The successful candidate will assist in various budget-related tasks, including the upload and maintenance of project budgets, monitoring budget utilization, and supporting the monthly Staff Cost Allocation (SCA) and Common Cost Allocation (CCA) processes. The associate will work closely with the National Budget Support Officer and will be responsible for ensuring that all budget-related documentation is accurate and up-to-date. This position requires a detail-oriented individual who can manage multiple tasks efficiently and effectively, contributing to the overall financial health of the organization.

Duties and Responsibilities:
The Budget Support Associate will have a comprehensive set of responsibilities, including but not limited to: supporting the upload and maintenance of project budgets in PRIMA and WAVE; performing post-upload validations and reporting discrepancies; checking budget data for completeness and accuracy; entering approved budget tolerance updates; maintaining operational trackers and monitoring tools; assisting in the monthly SCA and CCA processes; monitoring budget-related FinCoorp tickets and service inquiries; responding to routine requests for information; assisting in testing budget-related system enhancements; updating SOPs and process documentation; and maintaining organized records and budget-related files. The associate will also provide timely and accurate budget support services to various stakeholders within the organization.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Accounting, Finance, Business Administration, Information Technology, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a high school diploma with four years of relevant experience or professional certification as a Certified Public Accountant (CPA) is acceptable. Familiarity with IOM's financial management rules and procedures, as well as experience in administrative and financial management, is highly advantageous. Proficiency in Microsoft Office 365 applications, particularly Excel, is essential, along with strong organizational skills and attention to detail.

Educational Background:
The educational requirements for this position include a Bachelor’s degree in a relevant field such as Accounting, Finance, Business Administration, or Information Technology from an accredited academic institution. Candidates with a high school diploma must have additional relevant professional experience to qualify. Professional certifications, such as CPA, are considered an advantage. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received quality education that meets international standards.

Experience:
The ideal candidate should have experience in administrative and financial management, particularly within the context of IOM or similar organizations. Experience in budget monitoring and internal control procedures is highly desirable. Familiarity with PRIMA and Oracle ERP systems is required, as these tools are integral to the role. Candidates should demonstrate a solid understanding of financial management principles and practices, as well as the ability to navigate complex financial systems effectively.

Languages:
Proficiency in English is mandatory for this position, as it is the primary language of communication within the organization. Knowledge of additional languages may be considered an asset, particularly if they are relevant to the regions in which IOM operates. Candidates should possess good written and oral communication skills to effectively interact with various stakeholders and convey complex financial information clearly.

Additional Notes:
This position is subject to funding confirmation, and the selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. The appointment will be contingent upon the candidate's medical fitness, accreditation, and compliance with residency or visa requirements.
