Job Overview: The consultant will play a crucial role in reviewing specific chapters of the Viet Nam Country Gender Equality Profile (CGEP) 2026, focusing on economic development, care economy, technology and digital transformation, and climate change and green growth. The consultant's primary responsibility is to ensure that the chapters provide a coherent and nationally relevant gender analysis, supported by verified evidence and actionable recommendations. This involves collaborating with UN Women staff, national institutions, and other stakeholders to enhance the quality and relevance of the report. The consultant will engage in various tasks, including participating in inception meetings, reviewing methodologies, verifying data, and providing detailed comments and revisions to the assigned chapters. The ultimate goal is to contribute to inclusive and sustainable development in Vietnam by addressing gender implications in key areas of transformation.
Duties and Responsibilities: The consultant will undertake several key tasks, including:
Participating in an inception meeting to familiarize with the CGEP and review methodologies.
Conducting a technical review of Chapter 4 on Economic Development, which includes analyzing private-sector development, women's entrepreneurship, employment participation, and gender pay gaps.
Reviewing Chapter 5 on the Care Economy, focusing on unpaid and paid care work, childcare, and financing of care systems.
Analyzing Chapter 7 on Technology, Digital Transformation, and AI, assessing women's participation in STEM and digital entrepreneurship.
Reviewing Chapter 8 on Climate Change and Green Growth, examining climate vulnerability, environmental protection, and women's participation in decision-making.
Coordinating with other chapter reviewers and participating in technical discussions.
Conducting final verification of the chapters to ensure accuracy and consistency before submission.
Required Qualifications: The position requires an advanced university degree (Master’s or equivalent) in fields such as economics, development studies, public policy, or gender studies. Candidates must possess strong technical credibility in gender-responsive economic policy, digital transformation, and climate change. They should have the ability to interpret relevant data and demonstrate a comprehensive understanding of Vietnam's policy context. Excellent analytical, drafting, and stakeholder engagement skills in both Vietnamese and English are essential. Familiarity with international frameworks such as CEDAW and the SDGs is advantageous.
Educational Background: Candidates must hold an advanced university degree (Master’s degree or equivalent) in relevant fields such as economics, development studies, public policy, labour studies, technology/innovation policy, environmental studies, climate change, or gender studies. This educational background is crucial for understanding the complexities of gender equality and economic development.
Experience: Applicants should have at least 15 years of progressively responsible experience in areas related to gender equality, economic development, technology/digital transformation, or climate change. Demonstrated experience in conducting gender analysis or technical reviews of national reports and policies is required. Candidates should have substantial expertise in at least two of the three assigned areas and a strong combined expertise across economic, digital, and green transformation is preferred.
Languages: Fluency in both Vietnamese and English is mandatory for this position. Candidates should possess excellent written and spoken communication skills in both languages to effectively engage with stakeholders and produce high-quality reports. Additional language skills may be considered an asset but are not required.
Additional Notes: The consultant will work on a home-based assignment but must be available for online coordination and in-person meetings in Hanoi as agreed. The position is expected to be full-time until the completion of the tasks, with a deadline for deliverables set for 15 December 202
