Job Overview:
The Management and Programme Analyst is tasked with implementing enterprise risk management (ERM) across the global Secretariat, with a particular emphasis on digital risk management solutions. This includes supporting the Umoja Risk Management module and analyzing data at both the entity and Secretariat-wide levels. The role requires a proactive approach to identifying risks, developing policies, and facilitating workshops to ensure effective change management. The analyst will also be responsible for preparing various written outputs, conducting training sessions, and supporting the development of a comprehensive ERM framework. This position is integral to the UN's mission of enhancing accountability and effective management across its operations.

Duties and Responsibilities:
The Management and Programme Analyst will have a wide range of responsibilities, including: participating in the development and implementation of ERM frameworks; monitoring and analyzing program/project development; conducting consulting assignments and facilitating workshops; researching and analyzing information from diverse sources; assisting in policy development; designing data collection tools and interpreting survey responses; preparing written outputs such as reports and mission summaries; providing support for meetings and conferences; conducting outreach activities and training workshops; supporting the development of risk management methodologies; participating in missions and providing guidance to external consultants; and collecting and analyzing data to identify trends for informed decision-making. The role requires a commitment to professionalism, planning, and client orientation, ensuring that all activities align with the UN's strategic goals.

Required Qualifications:
Candidates must possess a strong knowledge of enterprise risk management (ERM) and demonstrate the ability to conduct research and analysis to support ERM implementation. Professionalism, efficiency, and a commitment to gender perspectives are essential. The candidate should be able to develop clear goals, prioritize tasks, and maintain productive partnerships with clients. The role demands a proactive approach to problem-solving and the ability to remain calm under pressure. Strong communication skills and the ability to work collaboratively with diverse teams are also required.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, public administration, management, or a related field is required. Alternatively, a first-level university degree combined with two years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is crucial for understanding the complexities of enterprise risk management and the operational frameworks of the UN.

Experience:
A minimum of five years of progressively responsible experience in enterprise risk management, project or programme management, administration, or a related area is required. Candidates should have experience applying ERM frameworks in conjunction with system-based tools, such as ERP platforms like SAP/Umoja. Additionally, experience in data analysis and reporting, including the use of dashboards, is essential. Desirable qualifications include two or more years of experience in data analytics or related fields, which would enhance the candidate's ability to support data-driven decision-making processes.

Languages:
English is the required working language for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations, and while it is not mandatory for this position, proficiency in French may be considered an asset. Candidates should refer to the UN Language Framework for detailed language proficiency requirements.

The appointment for this position is open for an initial period of one year and is financed by the Support Account for Peacekeeping Operations.
