Job Overview: The HR Associate - Compliance Review plays a crucial role under the direct supervision of the GSSC HR Services HR Officer / ICA Compliance Reviews Team Lead. This position is primarily responsible for reviewing recruitment processes to ensure adherence to recruitment rules and regulations. The HR Associate collaborates closely with Programme, Project, and Support Services colleagues who administer ICA personnel globally, as well as with UNOPS HQ colleagues, to facilitate the exchange of information and ensure consistent service delivery to UNOPS and partner personnel involved in the ICA Award Compliance Review process. The role emphasizes providing compliance support to field office support services, ensuring high-quality work, and delivering accurate, timely, and well-documented service. Additionally, the HR Associate promotes a client-oriented approach that aligns with organizational rules and regulations, thereby enhancing the overall effectiveness of HR operations.
Duties and Responsibilities: The HR Associate - Compliance Review is tasked with several key responsibilities that include:
Providing compliance and oversight support to recruitment processes, which involves advising clients and reviewing HR selection processes within the Talent+ system, ensuring documentation submissions are accurate and thorough according to established guidelines.
Ensuring compliance with ICA Compliance Review requirements and practices to minimize risks for the clearance authority, providing well-documented recommendations to the approving authority, and guiding hiring offices on administrative procedures related to ICA award creation.
Supporting the development of HR compliance practices and policies by synthesizing lessons learned from compliance reviews, collecting feedback, and conducting research on HR-related issues.
Contributing to HR compliance improvement and policy development initiatives, assisting with data collection on trends and risks, and supporting communication of HR policy changes to management and personnel.
Engaging in knowledge building and sharing by organizing training initiatives for personnel on Compliance Review matters, disseminating best practices, and contributing to knowledge networks and communities of practice.
Required Qualifications: Candidates must possess a secondary school education (or equivalent) with a minimum of six years of relevant experience, or a Bachelor’s degree (or equivalent) preferably in Human Resources Management, Business Administration, Public Administration, or related fields, along with at least two years of relevant experience. Proficiency in computers and office software packages, as well as experience with web-based management systems, is essential. Knowledge of UN policies, procedures, and practices is desirable, along with experience using HR information and/or Enterprise systems.
Educational Background: The educational requirements for this position include either a secondary school diploma with six years of relevant experience or a Bachelor’s degree in a related field such as Human Resources Management, Business Administration, or Public Administration, complemented by two years of relevant experience. This educational background ensures that candidates have a solid foundation in HR principles and practices necessary for effective performance in the role.
Experience: The position requires a minimum of six years of relevant experience in either international or national organizations, specifically in providing support for recruitment processes or HR-generalist support services. Candidates should demonstrate proficiency in computer applications and office software, as well as experience in managing web-based systems. Knowledge of UN policies and practices is considered an asset, along with familiarity with HR information systems.
Languages: Fluency in English is mandatory, while proficiency in French and Spanish is desirable. Candidates should be able to communicate effectively in English, with the ability to understand and converse in French or Spanish being an added advantage, enhancing the candidate's ability to engage with a diverse range of stakeholders.
