Job Overview:
The Head of Strategic Partnerships and Outreach will play a pivotal role in guiding the Centre's strategic initiatives related to health financing, partnerships, and innovative approaches to address climate and environmental health challenges. This position requires a leader who can foster collaboration among diverse stakeholders, including governments, international organizations, and private sector partners. The role involves overseeing a multidisciplinary team, developing strategic relationships, and ensuring the effective implementation of health financing strategies. The successful candidate will be expected to lead the Centre's efforts in resource mobilization, policy dialogue, and the integration of artificial intelligence in health initiatives, thereby advancing the Centre's priorities in climate, environment, and health.

Duties and Responsibilities:

• Provide technical expertise and guidance to the Director and Head of Office on partnerships and innovative financing.
• Lead the development and implementation of strategic initiatives related to health financing and digital transformation.
• Supervise a multidisciplinary team to ensure effective delivery of strategic priorities.
• Conduct strategic analysis of partners and financing mechanisms to identify collaboration opportunities.
• Develop and maintain relationships with Member States and various stakeholders to strengthen collaboration and resource mobilization.
• Engage with ministries and development partners to identify sustainable financing opportunities.
• Guide negotiations and implementation of partnership agreements, ensuring compliance with WHO requirements.
• Develop grant proposals and donor reports, integrating financing considerations into program planning.
• Create policy briefs and advocacy materials related to strategic initiatives. 1
• Represent the Centre in regional and international meetings. 1
• Oversee information management systems related to donor intelligence and resource mobilization activities.

Required Qualifications:
Essential qualifications include a Master’s degree in international relations, political science, social sciences, communications, marketing, management, financial management, business, or public administration. Desirable qualifications include training in external relations, resource mobilization, health financing, and proposal writing. WHO only considers higher educational qualifications from accredited institutions recognized in the World Higher Education Database (WHED).

Educational Background:
Candidates must possess a Master’s degree in relevant fields such as international relations, political science, or public administration. Additional desirable qualifications include training in areas such as health financing, partnership development, and program management. WHO emphasizes the importance of accredited educational backgrounds as per the WHED standards.

Experience:
Candidates should have at least seven years of relevant experience in health and climate financing, strategic partnerships, and resource mobilization. Demonstrated achievements in partnership development and financing initiatives are essential. Desirable experience includes prior work with WHO or other international organizations, particularly in establishing partnerships with major climate and public health donors.

Languages:
Excellent knowledge of English and Korean is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.

This position is classified as a National Professional Officer role, meaning only applications from nationals of South Korea will be accepted. The remuneration includes an annual base salary starting at KRW 134,854, with mandatory deductions for pension contributions and health insurance.
