National Consultant - Health Financing Data Analytics

Job Overview:
The consultancy aims to enhance the analytical capacity of the WHO Ukraine Health Financing Unit by creating a structured platform for health financing data management and analysis. The consultant will play a crucial role in collecting, managing, analyzing, and utilizing routine administrative datasets from the National Health Service of Ukraine (NHSU) and other national sources. This role is pivotal in generating high-quality evidence to inform health financing policy and strategic purchasing reforms. The consultant will coordinate analytical activities across various health financing projects, support the implementation of provider payment reforms, and strengthen analytical methodologies and data governance. Additionally, the consultant will build analytical capacity among WHO staff and national counterparts, ensuring that the health financing system in Ukraine is robust and responsive to the needs of the population.

Duties and Responsibilities:
The consultant will be responsible for conducting desk reviews of health financing policies and analytical methodologies, coordinating data requests, and managing administrative datasets from the NHSU. They will develop standardized analytical methodologies, dashboards, and technical documentation to support evidence-informed decision-making. The consultant will also coordinate analytical activities across multiple WHO health financing projects, ensuring consistency and quality of analytical outputs. They will prepare analytical reports, presentations, policy briefs, and training materials, and provide capacity-building activities for WHO staff and national counterparts. Furthermore, the consultant will develop technical specifications for provider payment models and support the implementation of these models within the eHealth system and Hospital Information Systems. Ad hoc analytical support will also be provided as required.

Required Qualifications:
Candidates must possess strong analytical and quantitative skills, with experience in managing and analyzing large health datasets. They should have excellent report-writing and data visualization skills, as well as the ability to coordinate multiple analytical activities independently. Strong interpersonal and communication skills are essential. Desirable qualifications include knowledge of the Programme of Medical Guarantees and NHSU information systems, as well as experience using analytical software such as Power BI, Tableau, SQL, R, or Python. Familiarity with eHealth systems and provider payment mechanisms is also advantageous.

Educational Background:
A Bachelor's degree in Health Informatics, Information Management, Statistics, Public Health, Health Economics, Data Science, or a related field is essential for this position. This educational background provides the necessary foundation for understanding health data management and analytics, which are critical for the role.

Experience:
Candidates should have at least three years of professional experience in health data management, health information systems, health informatics, or health data analytics. Additionally, at least one year of experience working with or within the National Health Service of Ukraine is required. Experience in managing, cleaning, analyzing, and interpreting large administrative datasets is crucial, as is experience in preparing analytical reports and other analytical products to support decision-making. Desirable experience includes supporting the implementation of provider payment systems or health financing reforms, as well as developing analytical methodologies or technical specifications for health information systems.

Languages:
Expert knowledge of Ukrainian is mandatory, along with a good working knowledge of English. Proficiency in these languages is essential for effective communication and collaboration within the role, especially in a diverse and international environment.

• The consultant will work full-time with a monthly remuneration of USD 3,60
• The contract total value is USD 39,60
• Payment will be made monthly upon provision of a technical report and approval from the Responsible Officer.
