Job Posting Organization:
The position is located within the Common Administrative Platform at United Nations Headquarters, known as the One Executive Office (one EO), under the Division of Administration in the Department of Operational Support (DOS). The One EO began its transition phase on January 1, 2026, as part of the UN80 reform initiative, which aims to consolidate common administrative functions across Secretariat entities into unified service platforms. The One EO provides a comprehensive range of administrative and operational services required by New York-based Secretariat client entities to fulfill their mandates, including human resources management, financial administration, travel, and general administrative support. This position specifically provides administrative and operational support to the Department of Political and Peacebuilding Affairs (DPPA), Department of Peace Operations (DPO), Cluster I and II Special Political Missions, and other entities, reporting to a Finance and Budget Officer under the overall guidance of the Finance Team Lead.

Job Overview:
The Finance and Budget Officer is responsible for a variety of functions related to budget preparation and administration. This includes reviewing and analyzing data for the finalization of cost estimates and budget proposals, providing support to managers in elaborating resource requirements for budget submissions, and ensuring compliance with regulations and rules. The officer will also monitor allotments, expenditures, and budget implementation, making recommendations for reallocations when necessary. The role requires the officer to keep up-to-date with documents and guidelines related to budgets and extra-budgetary resources, ensuring compliance with intergovernmental recommendations and decisions. The position involves frequent interaction with budget, finance, accounts, and administrative officers in the Secretariat, and aims to formulate effective financial operations through timely support and improved programming and budgetary practices.

Duties and Responsibilities:
The Finance and Budget Officer will undertake several key responsibilities, including:
  • Budget Preparation: Reviewing and analyzing data for cost estimates and budget proposals, providing support to managers for resource requirements, and contributing to the preparation of background materials for budget review meetings.
  • Budget Administration: Monitoring allotments and expenditures, ensuring compliance with regulations, and preparing documentation for budget performance submissions.
  • General Duties: Keeping up-to-date with relevant documents, supervising subordinate staff, and collecting and analyzing data to identify trends for decision-making.
  • Additional Responsibilities: Performing other related duties as assigned, which may include assisting in securing approval from the General Assembly and drafting responses to queries from legislative bodies.

Required Qualifications:
Candidates must possess a strong knowledge of financial principles and practices, with the ability to conduct independent research and analysis. They should demonstrate professionalism, efficiency, and a commitment to gender perspectives in their work. The role requires excellent planning and organizational skills, client orientation, and technological awareness, including proficiency in data visualization methods.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, finance, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
A minimum of five years of progressively responsible experience in finance, budget, accounting, or a related area is required. Candidates should have experience in budget development and financial management within the United Nations or a comparable international organization. Desirable experience includes two or more years in data analytics, proficiency in Advanced Excel Power Query, and experience in designing reports using Power BI. Familiarity with budget formulation modules of ERP systems such as Umoja BPC and financial reporting modules like Umoja Analytics is also required.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations Secretariat, but English is the primary requirement for this job opening.
