Job Overview:
The National Provincial Coordinator will play a crucial role in supporting the United Nations Joint Programme (UNJP) on Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) in Laos. This position is vital for enhancing health systems and ensuring equitable access to quality RMNCAH services, particularly in Savannakhet province. The coordinator will work closely with the Provincial Health Office and other stakeholders to implement the provincial RMNCAH plan effectively. The role involves providing technical support, participating in planning and review meetings, and preparing progress reports to monitor the implementation of health activities. The coordinator will also engage in capacity-building initiatives for health workers and village health volunteers, ensuring that they are equipped with the necessary skills and knowledge to deliver quality health services. This position requires a proactive approach to problem-solving and the ability to work collaboratively in a multidisciplinary environment, ultimately contributing to the overarching goals of improving maternal and child health outcomes in the region.

Duties and Responsibilities:
The National Provincial Coordinator will be responsible for a range of key assignments, including:

• Providing technical support to the Provincial Health Office in the planning and execution of RMNCH activities.
• Participating in provincial-level RMNCAH planning and review meetings to ensure alignment with national strategies.
• Engaging in UNJP technical meetings and coordination events, both online and in-person, to facilitate collaboration among partners.
• Preparing and submitting monthly progress reports on the implementation of the UNJP on RMNCAH, including updates on the provincial RMNCAH plan.
• Documenting and submitting reports/minutes from coordination meetings with the Lux-Dev project team and other key development partners.
• Participating in capacity-building workshops for health workers and village health volunteers, providing training support and facilitation as needed.
• Conducting regular field visits to health facilities and village health volunteers to monitor progress, identify challenges, and share best practices in RMNCAH service delivery.
• Preparing detailed monthly progress and monitoring reports for submission to the supervisor, ensuring accountability and transparency in the implementation process.

Required Qualifications:
Candidates must possess a Bachelor’s degree in public health, medical sciences, community health, or a related field. A higher diploma or equivalent qualification in social sciences or social development is also acceptable. Additionally, candidates should demonstrate a strong understanding of health program planning and coordination, particularly in the context of reproductive, maternal, and child health. Familiarity with the Lao PDR health system is essential, as is the ability to work effectively in a multidisciplinary team. Candidates should exhibit initiative and independence in meeting deadlines and achieving programmatic goals. Strong communication skills, both verbal and written, are necessary for effective collaboration and reporting.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in public health or a related field. Candidates with higher diplomas or equivalent qualifications in medical sciences, community health, or social sciences will also be considered. This educational foundation is critical for understanding the complexities of health systems and the specific needs related to reproductive, maternal, and child health services.

Experience:
Candidates should have at least four years of relevant experience in planning and coordinating health programs at the provincial or district level, with a specific focus on reproductive, maternal, and child health. Experience working in community health is advantageous, as is previous employment with the Ministry of Health, provincial health administration, UN agencies, or international NGOs in the health sector. Familiarity with the local health system context in Laos is a requirement, as it will enable the coordinator to navigate the complexities of health service delivery effectively.

Languages:
Proficiency in English, both spoken and written, is mandatory for this position. This skill is essential for effective communication with stakeholders, reporting, and participation in international meetings. While English is the primary language required, knowledge of the local language may be beneficial for engaging with community members and health workers.

Additional Notes:
This position is classified as a Local Service Contractor role, which will be under the direct supervision of the SRH Programme Coordinator. The role supports the UN Joint Programme work at the provincial level.
