Job Overview:
The Regional Finance Manager is a pivotal role under the authority of the Regional Director, responsible for leading finance teams across the South East Asia Program. This position requires collaboration with other Support Services Managers, Technical Heads of the Program, and Country Managers to ensure compliance with HI’s standards and local regulations in finance. The manager will oversee the financial strategy of the program, ensuring effective operational financial management. The role involves translating HI's strategic objectives into operational goals for the finance team, fostering a culture of innovation and performance, and ensuring that the team adheres to HI's values and code of conduct. The Regional Finance Manager will also be responsible for the financial oversight of various projects, ensuring that financial policies and procedures are followed, and that financial risks are assessed and mitigated effectively.

Duties and Responsibilities:
The duties and responsibilities of the Regional Finance Manager include:

• Management: Leading the finance team, embodying HI's values, and translating strategic objectives into operational goals. Encouraging inter-departmental collaboration and innovation, while managing team performance and development.
• Strategy and Steering: Contributing to the financial section of the Operational Strategy, overseeing the breakdown of financial strategies into actionable plans, and advising on financial issues.
• Standards and Expertise: Ensuring compliance with HI’s financial policies and legal frameworks, monitoring changes in standards, and supervising internal controls.
• Operational Implementation: Managing financial and budget processes, ensuring compliance with donor guidelines, and overseeing cash-flow management.
• Profession Facilitation: Coordinating the dissemination and use of financial standards, fostering team spirit, and developing local talent.
• Emergency Preparedness and Response: Leading emergency preparedness actions and reorganizing team priorities in response to humanitarian needs.

Required Qualifications:
Candidates must possess a minimum of 4 years of experience in similar finance roles, preferably with Handicap International/Humanity & Inclusion. Proven experience in internal control, analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, and financial management within a humanitarian context is essential. Familiarity with HI's rules and regulations, as well as tools and operational methodologies, is required. Previous professional experience in the South East Asia region or knowledge of the local context is considered an asset.

Educational Background:
A relevant educational background in finance, accounting, or a related field is required for this position. Candidates should have a strong understanding of financial management principles and practices, particularly in the context of humanitarian organizations.

Experience:
The position requires a minimum of 4 years of relevant experience in finance management roles, with a strong emphasis on internal control and financial analysis in humanitarian settings. Experience with Handicap International/Humanity & Inclusion is highly desirable, as is familiarity with the financial landscape of the South East Asia region.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization. Knowledge of additional languages relevant to the South East Asia region would be considered advantageous, enhancing the candidate's ability to engage with local partners and stakeholders.

• The role is offered as a 1-year international contract starting from October 6, 2026, with a salary starting at €2869 gross per month, depending on experience. Benefits include a per diem of €545 while in the field, 25 paid leave days per year, and a range of allowances for children and travel costs. The position is unaccompanied, with housing provided by HI, and is open to couples and families with additional benefits for dependents.
