Job Overview: The Senior Project Procurement Officer at WWF-Laos will play a crucial role in leading the procurement plan and managing day-to-day procurement operations for the organization. This position requires a proactive approach to ensure compliance with procurement policies and donor requirements, particularly for the GEP-LDCF project with a budget of 6 million USD over five years. The officer will support the Project Management Unit and project implementing agencies, ensuring timely delivery of procurement outputs and outcomes as outlined in project documents. The role involves coordinating with various stakeholders, organizing workshops, and maintaining procurement records, all while contributing to the overarching goal of promoting sustainable practices and climate resilience in Laos.
Duties and Responsibilities: The Senior Project Procurement Officer will be responsible for developing, reviewing, and updating annual and quarterly procurement plans for specific landscapes. Key duties include ensuring compliance with procurement policies, preparing procurement-related documents, providing guidance to stakeholders, tracking consultancy and service contracts, maintaining procurement records, coordinating delivery timelines, conducting spot checks on procurement practices, and maintaining a supplier database. The officer will also assist in achieving departmental goals, especially during peak reporting periods, and will be expected to perform additional functions as necessary to support the project’s objectives.
Required Qualifications: Candidates must possess a Bachelor’s degree in Procurement and Supply Chain Management, Business Administration, Business Law, Accounting and Finance, or equivalent fields. A solid understanding of computerized accounting packages, including proficiency in Excel, PowerPoint, and Word, is essential. Additionally, candidates should have at least three years of practical experience in procurement or supply chain management, with experience in an international non-governmental organization (INGO) being a plus. Strong communication skills in English, both written and oral, are required, along with the ability to work effectively in a multicultural environment and a willingness to learn and grow professionally.
