Job Overview:
The Associate HR Coordinator plays a crucial role in the Department of Human Resources (DHR) at the OSCE, focusing on the planning and coordination of human resource programs and interventions. This position is designed for individuals who are seconded from their respective participating States and is aligned with a P2-level role in the UN common system. The Associate HR Coordinator will work under moderate supervision and is responsible for ensuring that HR interventions are coherent and consistent with the department's objectives. This includes providing technical support, coordinating inputs into organizational documents, and recommending process improvements. The role requires collaboration with various stakeholders, including senior officials and representatives from participating States, to facilitate timely appointments and assignments of senior OSCE officials. The Associate HR Coordinator will also support the development of the DHR's inputs to the Unified Budget process and facilitate cross-cutting HR planning within the organization.

Duties and Responsibilities:
The Associate HR Coordinator has a wide range of duties and responsibilities, including:
  • Coordinating and facilitating HR actions for the timely appointment, assignment, and extension processes for senior OSCE officials, such as Heads of Mission and contracted Directors. This involves liaising with various stakeholders, planning key milestones, and providing guidance on procedural steps.
  • Supporting the development of DHR inputs to the Unified Budget process by coordinating inputs from DHR units and ensuring consistency with broader financial planning.
  • Facilitating cross-cutting HR planning within DHR and across OSCE institutions, including engaging with representatives of participating States and heads of executive structures.
  • Conducting assessments of human resource requirements for extra-budgetary projects and ensuring compliance with OSCE HR policies.
  • Supporting DHR's responses to internal and external audit recommendations related to HR management, including monitoring implementation and providing regular progress reports.
  • Performing other duties as assigned by the Director for Human Resources.

Required Qualifications:
Candidates must possess a first-level university degree in human resource management, social studies, or a related discipline. Additionally, a minimum of four years of professional-level experience in human resource management or public administration is required, with two years of experience acceptable if the candidate holds a second-level university degree. Candidates should demonstrate experience in coordinating among diverse stakeholders and possess a strong understanding of contemporary HR management issues and practices. Proficiency in drafting and presenting business communications, familiarity with project development methodologies, and experience with budgeting processes are also essential. Excellent oral and written communication skills in English are mandatory, and knowledge of another OSCE official language is considered an asset. Candidates should also demonstrate gender awareness and sensitivity, as well as the ability to work effectively in a diverse team environment.

Educational Background:
The educational background required for this position includes a first-level university degree, which is equivalent to a Bachelor's degree, in human resource management, social studies, or a related field. This foundational education is essential for understanding the complexities of human resource management within an international organization like the OSCE.

Experience:
The position requires a minimum of four years of professional-level experience in human resource management or public administration. Candidates with a second-level university degree may qualify with two years of experience. This experience should ideally be gained within an international organization, providing candidates with a solid understanding of the unique challenges and practices in HR management on a global scale.

Languages:
Proficiency in English is mandatory for this position, as it is the primary working language of the OSCE. Knowledge of another OSCE official language, such as French, German, Italian, or Spanish, would be considered an asset, enhancing the candidate's ability to communicate effectively within the organization and with diverse stakeholders.

This position is classified as an international secondment, meaning that candidates must be nominated by their respective participating States. The contract type is fixed-term, and the position is full-time.
